1. Best Practices adopted and Success Factors where the Official Receiver acts as trustee and provisional trustee : (a) Making use of information technology - Comprehensive and user-friendly computer system “ORMIS” through which essential data can be retrieved to enhance case administration and analysis of data across different cases - Studying new system to enhance efficiency e.g. electronic submission system - conducting IT strategy study for formulation of future IT strategy to make a best use of IT to achieve the business objectives and explore improvement opportunities Give a brief overview of the presentation. Describe the major focus of the presentation and why it is important. Introduce each of the major topics. To provide a road map for the audience, you can repeat this Overview slide throughout the presentation, highlighting the particular topic you will discuss next.

(b) Setting up of specialized teams / units to handle : - Simple and straightforward cases with no assets to be realized and dividend payment : Fast Track Cases Team - specific tasks : Advertisement and Gazette Unit, Dividend Unit, Release Unit - particularly difficult issues e.g. matrimonial homes : Project Work Section

(c) Working systems in place to ensure cases are handled in a reasonable and timely manner : - 12-month completion target for summary cases - 9-month dividend target for cases with estate balance reaching a specific level - Quality Management Assessment Exercise to ensure cases are handled according to the office standard and practices - Designated legal teams for giving legal advice and handling court works : building expertise in insolvency legal advice and court matters

(d) Setting up of dedicated committees to solve specific issues e. g
(d) Setting up of dedicated committees to solve specific issues e.g. cases with difficult unresolved issues, cases with substantial amount of estate balance etc. (e) Outsourcing tasks or engaging external service providers to deal with tasks more efficiently, e.g. completion of the Preliminary Examination Questionnaire, valuation service, conveyancing service, etc. (f) Convening batch creditors’ meetings as provisional trustee for those cases with special proxies for the appointment of PIPs as trustees

2. Best Practices in cases where PIPs acting as trustees
(a) Investment in working system to enhance efficiency : would do so when the no. of cases to be handled has reached a specific level (b) Setting thresholds for payment of dividend for cases with estate balance reaches a specific level e.g. automatic generation of dividend documents when estate balance in a case has reach a specific level

(c) Applying for release within reasonable time without protracting the trusteeship (d) Having transparent fees charging structure and process (e) Reporting suspected bankruptcy offences in a timely manner (f) Cooperating with the Official Receiver when dealing with complaints or investigation
