Innovation – Doing things differently, using resources optimally and efficiently, and acting creatively -- will determine NDCs success. 
Examples of thinking and acting differently — across India provide important lessons for our efforts to accelerate the pace of addressing climate change

3. STATE ACTION PLANS ON CLIMATE CHANGE
Overview of the state context
Identification of key sectors and vulnerabilities
Delineation of sectoral strategies, proposed plans and linkages with NAPCC
Prioritized list of actions to implement strategies
Outline of institutional and regulatory mechanisms
Project proposals and implementation timeframes

4. WHERE ARE WE NOW
32 States & Union Territories have developed their SAPCCs
Many Combined budgetary requirement of USD billion assessed for implementation of SAPCCs in 30 states
States have established institutional mechanisms and begun implementation in focus sectors
The National Adaptation Fund on Climate Change has been setup with a budget provision of US$ 58 million ( )
States are developing proposals for funding under the National Clean Energy Fund and Green Climate Fund
States are integrating climate change considerations into planning processes

5. STATE ACTIONS State actions are delivering impressive co-benefits
States are engaging local stakeholders in ambitious and achievable climate actions
States are adopting policies and incentives encouraging low-emission and climate-resilient infrastructure
Developing investment-worthy climate action projects
States are serving as “innovation labs” for climate action — moving beyond pilot projects to full scale sectoral initiatives

6. INNOVATIONS AT SUB-NATIONAL LEVEL
States play a critical role in generating the momentum for transition of climate targets under the Paris Agreement into concrete actions
The actions states take in the future will make all the difference in the ultimate outcome of our efforts
States are focusing on innovative and self-sustainable actions. Innovation as part of climate actions are high priority
Projects approved for funding are creating climate-compatible model infrastructure which are replicable and self-sustaining
Projects having potential to catalyse impact beyond a one-off project is given more weightage.
