Internet Browser
Use Firefox or Chrome internet browsers
These browsers will fully support the Internet Rechartering interface.
Using Internet Explorer 9.0, 10.0 or 11.0 or higher to interface with Internet Rechartering is difficult at best.
Need Compatibility View turned off.
JavaScript must be enabled.

PC = NM
If an adult was previously registered as Parent Coordinator, this position will not display on the roster for that adult.
The Parent Coordinator has been discontinued by BSA.
You should select the New Member Coordinator (NM) position to replace Parent Coordinator. Or you may select another position for this person if the adult is renewing. You will not be able to proceed past Check Roster unless this is resolved.
Don’t forget about Unit Reserve Positions
91 = Scouter Reserve
92 = College Scouter Reserve

All registered leaders must complete the NEW Youth Protection Training (YPT) before 1 October 2018.
As of January 1, 2018, no new leader can be a registered without first completing youth protection training.
As of October 1, 2018, no unit may re-charter without all leaders being current on new version of youth protection training.
Registrars no longer have the ability to approve charters without full compliance.
Previous version of YPT expiration dates adjusted to sunset 30 Sep. 2018

14. 2019 Rechartering – What’s New
Current YPT is Required
New Youth Protection Training is required to be current for each adult leader as of the effective date of the new charter term.
If YP is not current, then at Check Roster an error will occur that must be resolved.
Must enter the course and date completed from the New YPT completion certificate to the person’s record at Update Member Data and include a copy of the certificate with the charter packet.

15. 2019 Rechartering Adult Application and YPT Certificate Required
All new adult volunteer leaders must complete the Adult Application and provide their certificate of completion for Youth Protection Training.
This applies to:
any adult record entered online during Internet Rechartering,
any youth member who is promoted to an adult position during Internet Rechartering,
and any adult who was previously only in the position of Executive Officer, Lion Adult Partner, and Tiger Adult.
Venture Scouts at Age 18
For youth in Venturing and Sea Scouts who become Venturing Participants at age 18, the Adult Application is required to comply with authorization to conduct a Criminal Background Check.
If done during Internet Rechartering, the Adult Application must be submitted to the Council.

Promote Members function
Youth members will not be shown for selection unless age eligible to join the promoting unit.
For youth who are old enough to be adult leaders, the record of the youth may be selected for an adult position.
Use Promote Members instead of creating a new adult record to maintain the continuity of the person’s history and to avoid duplication.

How can I print the roster before the final steps?
Go to Review Roster on the right panel
and click Review/Print Roster button.
This can be done at any point after
Stage 1 is completed.
The roster appears in a new window.
You can print this page, but remember, this roster is a draft ONLY and
is not final and cannot be turned in to the council.
To print the roster: Right-click in the new window From the drop-down menu, click Print In the print dialog box, choose a printer. Click Print.

If signing electronically, still need to print the hard copy final recharter
application and include it for turn in to council with the recharter packet.

26. Time Line for 2019 Rechartering
Sept – Identify your units Charter Renewal Processor
Processor attends recharter training or takes on-line recharter tutorial.
Ensure all SNFS apps are completed and turned in to NSC by Sep 22.
Identify new leaders, secure applications and complete YPT and new leader training
1-15 Oct – Unit Recharter Processor
Sign for unit recharter packet and unit access code at Oct. Roundtable.
Log on to Internet Recharter system and start the process , available after Oct 4.
Collect new youth and new adult applications and training certificates for YPT & leader training
Collect fees to be paid by members
Review charter, makes edits, additions, verify applications and YPT certificates for new members
Best to Turn in at Nov 2018 RT – Units Recharter Processor
Submit the on-line charter to council
Print the final Charter Renewal Application
Unit Leader and COR sign the charter application.
Ensure the packet includes 1) unit check for recharter fees 2) signed charter 3) updated fees form 4) all new leader applications with authorization for background and ensure both are signed 5) New YPT pdf certificates with all applications.
On-Time Recharter for JTE.
Defect free Recharter Packets must be turned in to Council before:
30 Nov 2018 to be considered an “on-time” registration for Platinum and Gold JTE
15 Dec 2018 to be considered an “on-time” registration for Silver or Bronze JTE..

28. Remember there’s Still One Last Step
If you cannot make it to Round Table,
turn in your fully completed,
defect free Recharter packets
to Northern Star Council
with a unit check for all fees.
Defect free Recharter Packets must be turned in to Council
before 30 Nov 2018 to be eligible for Journey 2.0 Platinum or Gold, and in by December 15 to be eligible for Journey 2.0 Silver or Bronze.
