Partners in improving local health RESPONSIBILITY OF CCG AS COMMISSIONERS Commissioners are responsible for managing external demand for services eg primary care referrals to providers compliant with agreed protocols. Decision making on all contractual changes particularly financial. Slide 5

Partners in improving local health RESPONSIBILITY OF NECS Oversee, monitor and manage contracts on behalf of Clinical Commissioning Groups eg –Procurement and mobilising new contracts –Implement effective execution of the contract –Indicative activity plans (shared estimation) –Monitoring data, correlation with payments –Contract reviews, –Highlighting and addressing issues to CCG eg assurance/compliance, patient experience Slide 6

Partners in improving local health IMPORTANCE OF ACCURATE AND TIMELY DATA –Provision of MDS template –Submitting data in support of invoices via necsu.data@nhs.net prior to mobilisation. necsu.data@nhs.net –Failure to use these templates can result in payment being delayed. –The information requested will be used to authorise payment, monitor key performance indicators and manage the contract. –Patient experience data to inform the quality and governance aspects of the contract and influence future planning. Partners in improving local health CHANGES IN GUIDANCE ON IDENTIFIABLE INFORMATION –There has been a change in guidance on submission of identifiable information from the Health and Social Care Information Centre (the body charged with regulating flows of data within the health care system) since this specification has been put together. –There will need to be addendum of minor re-wording of the information parts of the specification, or all providers will be required to submit Data Depositor Agreements to NECS. –Data from nursing homes will be compared with that maintained by the Nurse Co-ordinator.
