15 NAVFAC LEED Policy In Spring of 2011, Secretary of the Navy announced at the Federal USGBC Summit that in keeping with the Navy’s goals for sustainability and energy savings that new Navy buildings would be LEED Gold. The Defense Authorization Act passed in January 2012 (FY-12 NDAA, sec. 2830) makes it illegal to spend additional money for DoD buildings to get LEED Gold or Platinum. An exception exists (LEED Gold at no additional cost), but NAVFAC considers this unattainable. Bottom Line: NAVFAC will not consider LEED Gold or higher on any FY-12 or later funded projects. LEED Silver will continue to be the NAVFAC standard. NAVFAC Washington
