About a quarter of this population would remain uninsured due to being undocumented. (1 million)
According to the 2014 Public Policy Institute Statewide Survey, 58 percent of residents support the state government making its own policies—separate from the federal government—to address the needs of aspiring Americans.

3. The Reality of Merced County
An estimated 8,750 uninsured non-citizens will become eligible for either Covered California or Medi-Cal following coverage expansion.
Conversely, 8,750 uninsured non-citizens are likely to remain ineligible for any coverage programs following coverage expansion in Merced County
