Definition: Contract Management CONTRACTING OFFICE Translates requirement into fulfillment as prescribed by standards Obtains the best value for the customer CUSTOMER Determines their need Describes the characteristics of what will fill their requirement CONTRACT MANAGER Advocate for BOTH the customer and contracting office Helps customer comply with contracting rules Helps contracting meet customer requirements Responsible for integrity in process, data, and audit trail Oversight of invoicing process, funding coordination

59 th MDW Contract Management Pre-Award Activities: –Participates in Acquisition Planning Ensures milestones are met –Coordinated Funding with Central Resource Management Office –Manage Quality Assurance Phase I Training –Brief Leadership on Contract Issues –Coordinate/Submits Procurable packages PWS, IGCE, Supporting documents, etc.

59 th MDW Contract Management Post Award Activities: –Maintain management documentation IAW AF standards –Train users on WAWF –Manage financial/invoicing issues –Certify invoices –Process modification requests, funding –Coord with manpower office and HR committee on contracting issues –Inprocess/Outprocess Contract Employees

59 th MDW Contract Management Other Activities: –Manage 37 th Medical Group Contracts 27 CLINs, 67 FTEs Will not change post-BRAC –Manage HR Only for Central Contracts (Major Command and Air Staff) –WHMC HR Database for Contract Employees –Train WHMC Staff on Contract Employee Relations –Central POC for MEO, Risk Mgt, JAG, Audits, etc.
