ID&R Vocabulary Migratory Qualifying Worker: Migratory Child:
An individual who, in the preceding 36 months, made a Qualifying Move and, soon after the move, engaged in new qualifying work. Migratory Child: A child who is; (1) younger than 22 years of age; (2) entitled to a free and public education under State law; (3) made a Qualifying Move in the preceding 36 months as, with or to-join or precede a Migratory Qualifying Worker.

ID&R Vocabulary Qualifying Move: (both worker and child must make a Qualifying Move) A move that was: Made due to economic necessity; and From one residence to another residence; and From one school district to another school district Made within the last 36 months

ID&R Vocabulary Short Duration Moves:
In Louisiana, any one-time short duration moves of less than 15 days requires supporting documentation on the COE to explain the recruiter’s determination of eligibility. Additionally, when determining eligibility based on short duration moves, recruiters shall ascertain if there has been a series of short moves within the same season or period. The Louisiana MEP has determined that a series of moves consists of at least three moves.

ID&R Vocabulary To Join or Precede: Qualifying Work:
In order for a Migratory Child “to join” or “precede” a Migratory Qualifying Worker, the Migratory Child must make a Qualifying Move to join the Migratory Qualifying Worker within 12 months of their Qualifying Move. Qualifying Work: Work that is temporary or seasonal employment, or for personal subsistence, in agriculture or fishing

ID&R Vocabulary Qualifying Arrival Date (QAD):
The date that both the Migratory Child and the Migratory Qualifying Worker complete their qualifying moves together. The child must have moved as, with, to join or precede the Migratory Qualifying Worker. This date begins the child’s 36 months of eligibility in the Migrant Education Program According to April 2018 OME Q&A –Going through orientation is considered being engaged.

Does the family qualify for the Louisiana MEP?
Scenario 1 You are a recruiter in Jefferson Parish conducting an eligibility interview on June 1, On May 1, 2018 Joseph and his 3 school aged children moved from Jefferson Parish to St. Bernard Parish where they started work commercial shrimping the next day. The family attends school in Jefferson but is currently living in St. Bernard Parish. They will be moving back to Jefferson Parish in the Fall. Does the family qualify for the Louisiana MEP? Can the Jefferson Parish LMEP Recruiter complete a COE?

Does JOSEPH meet the definition of a Migratory Qualifying Worker?
An individual who, in the preceding 36 months, made a Qualifying Move and, soon after the move, engaged in new Qualifying Work. Yes! Joseph made a qualifying move from Jefferson Parish to St. Bernard Parish on May 1, 2018 and immediately began work shrimping. ***As a reminder: ALL boxes must be checked off in order for the individual to meet the definition (unless check one is specified) of a Migratory Qualifying Worker and get the status.

of a Migratory Child? Migratory Child: A child who is; (1) younger than 22 years of age; (2) entitled to a free and public education under State law; (3) made a Qualifying Move in the preceding 36 months as, with, to-join or precede a Migratory Qualifying Worker. What is the Qualifying Arrival Date?
The date that both the Migratory Child and the Migratory Qualifying Worker complete the qualifying moves. The child must have moved as, with, to join or precede the Migratory Qualifying Worker. This date begins the child’s 36 months of eligibility in the Migrant Education Program May 1, 2018 The Migratory Children made a qualifying move with the Migratory Qualifying Worker on May 1, 2018, soon after which the father began shrimping. The children will be eligible for the Louisiana MEP until April 30, 2021. ***As a reminder: ALL boxes must be checked off in order for the individual to meet the definition (unless check one is specified) of a Migratory Qualifying Worker and get the status.

Can the Recruiter from Jefferson Parish complete a COE?
No! The recruiter from Jefferson Parish cannot complete a COE for the student if the student is not currently residing in Jefferson Parish.

What can the recruiter do?
The recruiter has three options Wait for the family to move back to Jefferson Parish in the Fall to complete a COE Contact a regional recruiter to complete a COE for the student while they are living in St. Bernard Parish Contact a regional recruiter to complete a COE AND complete a COE for the family when they move back to Jefferson Parish

Scenario 2 Marcos made a series of qualifying moves from 6/12/16 to 8/25/16 from Terrebonne Parish to Plaquemines to go shrimping with his son, Darren, 12 years old. On 1/8/18, his niece, Daniela, 9 years old, was sent from Texas to live with him in Terrebonne Parish. The Louisiana MEP Recruiter visits the family on 1/15/19 Do the children qualify for the Louisiana MEP?

On August 30, 2018, Marcos, his wife and Marcos Jr., 8 years old, moved to Tangipahoa Parish to work in a restaurant. The Louisiana MEP Recruiter visits the family on January 8th, Do the children qualify for the Louisiana MEP?

Scenario 4 Marcos moved from Mexico to Tangipahoa Parish on 2/1/17 to pick strawberries Marcos moved back to Mexico on 6/1/17 Whole family moved from Mexico to Tangipahoa on 8/30/18 to work in a restaurant. The MEP recruiter interviews the family on January 8th, 2019.
