2. BACKGROUND
STATISTICS BOTSWANA WAS ESTABLISHED BY AN ACT OF PARLIAMENT OF 2009.
THE ORGANISATION OFFICIALLY TRANSFORMED INTO A PARASTATAL IN 2012
THE MAIN FUNCTION OF THE ORGANISATION IS TO PROVIDE STATISTICAL SERVICES AND ADVISORY TO THE ENTIRE NATIONAL STATISTICAL SYSTEM AS OUTLINED IN THE ACT.

3. SDGs IMPLEMENTATION
IN FULFILLING IMPLEMENTATION OF THE MEASUREMENTS OF THE SDGs INDICATORS, BOTSWANA ESTABLISHED THE BOTSWANA STRATEGY FOR THE DEVELOPMENT OF STATISTICS ( ) WITH THE AIM OF STRENGTHENING THE NSS TO PROVIDE QUALITY AND RELIABLE STATISTICS, AS WELL AS A GUIDING TOOL FOR HARMONIZATION OF RELEVANT DATA COLLECTION TO AVOID DUPLICATION OF EFFORTS.

8. STATISTICAL BUSINESS REGISTER: AN EXPERIENCE OF STATISTICS BOTSWANA

9. ACKNOWLEDGEMENT
An effective, efficient and reliable SBR has been a problem to most NSOs especially in Africa, Botswana being one of them. This is due to the unreliability and fragmented data sources and lack of the system used to administer and update the SBR.

10. BACKGROUND
The SBR gives the country’s economic outlook. It is mainly used as a sampling frame for economic surveys. Requests from investors and entrepreneurs are also processed from the SBR.

11. Statistics Botswana used to maintain the Enterprises and Establishments Register (EER) as a sampling frame for economic surveys. The EER was established in the 1980’s under the Labour Statistics Unit and was later maintained by Industrial Statistics Unit until early 2012.

12. The EER was originally populated and updated using information provided by a number of sources; the government and private sector.
Quarterly business surveys were also used to update the EER.

13. The EER was generally outdated due to the unreliability of secondary data. In 2006 a decision was taken to conduct the 1st CEE. It was done in three stages; mapping, listing and enumeration. The CEE had its own limitations and its results were not published and hence the EER was never updated using CEE.

14. In October 2012 Statistics Botswana held a 2 weeks workshop, a mission by an AfDB Business Register consultant. The objective was to evaluate and make recommendations concerning the state of the SBR in Botswana. The consultant submitted a report with recommendations to be implemented.
Some of the recommendations included but not limited to;
1. Using the tax authority(BURS) as the main source of data for the SBR and other administrative sources will be used as complementary.

15. Establishing a MoU with the tax authority for data needed for building and maintenance of the SBR
Using the Tax Identification Number (TIN) as the main identifier.
Data collected from BURS is for National accounts, International Merchandised Trade (customs) and SBR.

16. BENCHMARKING TRIP
In October 2013 a delegation from StatsBots went on an inbound capacity building tour in StatsSA. The aspects that were covered included SBR design, maintenance, implementation and system development.
The tour was a serious eye opener on the methodologies, strategies, tactics and operations of the SBR given the large economy of South Africa.

17. In 2016 Statistics Botswana successfully conducted the CEE in an effort to update the SBR
The SBR has been updated and it contains about establishments

18. Achievements
Signed MoU with BURS with an implementation plan. Interfacing has been established. Previously data requests were done through an and collected with a CD.
Collaboration with CIPA to establish a unique identifier.

19. Capacity building on Industrial classifications and other codes
Revision of tax registration and return forms to suit requirements from SB
Deployment of the SBR system. The AfDB in consultation with Statistics Mauritus developed a generic SBR system to be adapted by African countries.

StatsBots to rollout the industrial classification to all relevant stakeholders
To establish formal partnership with other organisations like local authorities, Dept. of Industrial affairs, Dept. of Tourism, CIPA and others for data sharing purposes

23. GENERAL CHALLENGES
GAPS WITHIN THE DATA, VARIABLES THAT ARE IMPORTANT IN THE PRODUCTION OF STATISTICS ARE NEGLECTED.
THE DATA FROM ADMINISTRATIVE RECORDS IN MOST CASES IS NOT OF GOOD QUALITY, DATA IS ONLY COLLECTED FOR THEIR ADMINISTRATIVE PURPOSES
DIFFERENT FORMATS OF DATA FROM ADMINISTRATIVE SOURCES.
SECONDARY DATA NEED CONSISTENT CHECK-UPS AGAINST DATA FROM SURVEYS AND CENSUSES FOR VALIDATION.

24. SECTORS AT TIMES DO NOT RESPOND TO DATA REQUEST ON TIME RESULTING IN LATE RELEASE OF REPORTS
SECTORS FEEL BURDENED WHEN REQUESTED TO PROVIDE DATA RESULTING IN LOW QUALITY DATA.

25. WAY FORWARD Enhancement of collaborations
Establishment and implementation of MoUs
Electronic data collection, SB is now moving from paper based to electronic based data collection through the use of use of tablets and other gadgets, for surveys and census. Scanning of health records is also done to expedite the publication of results

26. Provision of technical capacity to the sectors
Collaboration and coordination of data collection (National Strategy Office in Office of the President) to coordinate data collection
To continue educating sectors to understand the importance of quality statistics.
Statistics Botswana to approve all statistical publications

27. Integration of geo-spatial data in production of statistics.
Interfacing data base systems with other Sectors to avoid over burdening them with data requests hence timely analysis.
