Today, I will be able to explain why the Founders decided not to simply amend the A.O.C., but rather create an entirely new governing document and why the discussions within the meeting were secretive.

3. Northwest Ordinance
1787, guaranteed basic right to settlers, and outlawed slavery in those territories.
60,000 settlers and a Constitution  statehood
Provided a clear and easy way to settle newly acquired territory, allowed 5 new states to enter the union OH, IN, IL, MI, and WI
Allows the federal government the ability to generate some revenue without having to ask the states for $.

4. The Convention
Philadelphia PA: Begins 25 May 1787; mission was to revise the A.O.C.
Washington was elected President of the convention.
The nation is “sick” and needs “powerful remedies (A. Hamilton)”
Clandestine meeting
Requires all 13 states approval to amend the A.O.C., delegates are very divided, agree to create a new document.
