Understanding Cardholder Special Designations
OA/OPCs and A/OPCs

When an OA/OPC or A/OPC initiates a Cardholder appointment, they must select the appropriate special designations and designate the ceiling single purchase limit (SPL) for each. This will have a downstream impact in Access Online (AxOL). Special designations are:
How do I access it?
Login to PIEE.
Launch JAM.
From the “Create” menu, select “Create Cardholder Appointment.”
Search for the individual and follow system directions.
Micro-Purchase Cardholder
Micro-Purchase Convenience Check Writer
Higher Education Micro-Purchase Cardholder
Micro-Purchase Contingency Contracting Cardholder
Warranted Contingency Contracting Cardholder (equivalent to SF-1402)
Contract Ordering Official Cardholder (equivalent to SF-1402)
Overseas Simplified Acquisition Cardholder (equivalent to SF-1402)
Contract Payment Official Cardholder
SF-182 Training Payments Cardholder
Inter/Intra-Governmental Payment Official Cardholder
How should it be used?
When the appointment process is completed, appointment data will be sent to AxOL, from which card account(s) can be created. The SPL included in the JAM appointment will serve as the ceiling (i.e., not to exceed) limit in AxOL.
A card can be created with more than one special designation; however, the highest appointment SPL will serve as the SPL ceiling on the card.
An OA/OPC or A/OPC may also approve the appointment as a Delegating Appointing Signatory (DAS) if they have been delegated authority.
Other Considerations
BEST PRACTICE: A unique account should be created for each special designation to keep tighter control of spend and improper use.
