12. How does a district express interest in creating a new service?
Superintendent expresses interest
Discussion takes place with other superintendents
If sufficient interest exists, BOCES staff research the area of interest and provide baseline information on a possible service
A workgroup is formed – usually led by the deputy superintendent or director of management and finance
This workgroup includes BOCES staff and component district staff
Additional agencies are engaged as applicable
Cooperative service description is developed and submitted to NYSED
Includes information on projected service costs
Once approved by NYSED, districts sign-up through our annual service request process

 BOCES develops preliminary budget for review and discussion based on districts’ preliminary request for services. 
 Cooperative Service Applications (COSERs) filed with State Education Department.
 BOCES continues discussions with component school district representatives to review needs and obtain additional input for budget development.
 Component school Superintendents review and discuss proposed costs for services identified during the preliminary request phase.
 BOCES adjusts and finalizes budget.
March 6, 2019

BOCES annual election and vote on the BOCES administrative budget.

Northern Borders Academy registration forms due.
