Development and Maintenance of BOCES Services A Collaborative Process

12 How does a district express interest in creating a new service?
Superintendent expresses interest Discussion takes place with other superintendents If sufficient interest exists, BOCES staff research the area of interest and provide baseline information on a possible service A workgroup is formed – usually led by the deputy superintendent or director of management and finance This workgroup includes BOCES staff and component district staff Additional agencies are engaged as applicable Cooperative service description is developed and submitted to NYSED Includes information on projected service costs Once approved by NYSED, districts sign-up through our annual service request process

December 3, 2018 “Preliminary Requests for Services” forms to Districts. January 7, 2019 Final date for districts to return “Preliminary Requests for Services” forms to BOCES. January 2019 February 2019  BOCES develops preliminary budget for review and discussion based on districts’ preliminary request for services.   Cooperative Service Applications (COSERs) filed with State Education Department.  BOCES continues discussions with component school district representatives to review needs and obtain additional input for budget development.  Component school Superintendents review and discuss proposed costs for services identified during the preliminary request phase.  BOCES adjusts and finalizes budget. March 6, 2019 Estimated costs for BOCES services provided to component school Superintendents. March 15, 2019 Firm costs for BOCES services provided to component school Superintendents.

April 4, 2019 BOCES annual meeting and presentation of tentative administrative, capital and program budgets to school board members of component school districts April 19, 2019 Component school districts make final decisions regarding BOCES services for the school year and confirm with BOCES. “Intention to Participate” forms returned. Note: Contracts for services are based upon this information. April 30, 2019 BOCES annual election and vote on the BOCES administrative budget. May 1, 2019 Enrollment forms due for CTE. May 11, 2019 Northern Borders Academy registration forms due. June 5, 2019 Enrollment forms due for PASS and Alternative Education programs for June 21, 2019 Contract for Cooperative Educational Services (AS-7) sent to districts. July 5, 2019 Enrollment forms due for Special Education programs for July 12, 2019 Final date for returning Contract for Cooperative Educational Services (AS-7) to BOCES based on “Intention to Participate” forms.
