13 RFU Regulation 13 Appendix 2 (Highlights)
In matches where rolling substitutions and/or the man-off rule are permitted, the Regulations set out in this Appendix 2 will apply. A Player participating in a match can be used as a replacement or substitute in another match being played at the same time. Injured players may be replaced by Players from another pitch. It is also possible to replace the replaced or substituted Player from another pitch or by a nominated replacement/substitute

15 ‘Man Off’ Rule In League Matches at Levels 3 and below, Cup Matches and Play-Off Matches if on any occasion uncontested scrum(s) are ordered by the Referee, in accordance with (a)(i) above, due to injury (including a temporary blood injury) or consequent to a Player being temporarily suspended or ordered off or for any other reason, the team concerned shall not be entitled to replace the Player whose departure caused the uncontested scrum. On the return to the field of a front row Player who has been temporarily excluded the Match shall continue with contested scrums provided it is safe to do so. Subject to paragraph 18 below, the result of the match shall stand.

16 Selected BBO Regs In all BBO League matches, clubs are required to start each match with a suitably trained and competent front row, unless otherwise advised to the referee in advance of a match starting. Clubs, not the Match Referee, are responsible for ensuring all front row players are suitably trained and competent.

17 BBO Regs cont…….. At Level 8 and below(including BBO Premiership & Championship), a team that is unable start a match with suitably trained and competent front row players, will forfeit the match, but it will not be deducted League points, if the match takes place as a friendly. However, irrespective of points scored in that game for official league purposes the result will be deemed as a 0-0 win for the non-offending team. This must be recorded on the match result card by the referee and Club officials.

18 BBO Regs At Level 9 and below (including BBO Championship), in the event of the match going to uncontested scrums, after the start of the match, the result at the final whistle will stand

19 BBO Substitutions At Level 9 and below, teams will be allowed unlimited replacements/substitutes above the normal three (3) permitted, to a maximum of seven (7). However, a fourth or subsequent replacement will only be allowed to participate in the game if the opposition team has the same agreed number available. In the event one team does not have additional replacements then the other is encouraged to lend players to even up the number of players available to each team at the start of the game. If no agreement can be reached to even up the number of replacements, only THREE replacements will be allowed per team.
