5 Facts & Figures Since the Great Recession began at the end of the fourth quarter of 2007, Illinois ranks dead last in personal income growth - a mere 0.8 percent. Illinois is third highest, after Alaska and Hawaii, for debt and unfunded retirement costs as a share of state personal income percent. Total retirement debts across all Illinois governments grows to $267 billion in 2016. In 2015, Illinois lost close to $5 billion net in personal income from out-migration. Illinois will lose at least one Congressional District in next remap. Illinois is now the 6th largest state being recently surpassed by Pennsylvania

13 Income Tax Hike - July 1, 2017 $5 billion Income Tax increase approved in July 2017 over Gov. Rauner Veto. New personal income tax rate of percent (previously 3.75 percent). New corporate rate of 7 percent (9.5 percent with the state’s replacement tax) (previously 5.25 percent). Decouples from the federal domestic production deduction, eliminates the non- combination rule, and the “outer continental shelf” exemption.

$16.7 billion backlog in unpaid bills in July 2017 State must pay 12% interest penalty on each unpaid bill FY 2018 budget included $3 billion in borrowing, which produced $8 billion in funds to begin paying off backlog of overdue bills. Bill backlog as of Jan. 31, 2018 is $8.5 billion
