The ‘peace that is no peace’ (George Orwell, You and the Atomic Bomb, 1945) 1947 – 1989/1991 Polarized world: Eastern Bloc (USSR & satellite states) vs. Western Bloc (US & NATO allies) Different ideological bases Non-aligned states too (Yugoslavia, India, Egypt, Ghana, Indonesia) Not direct military action but: Economic and political action Propaganda Espionage Proxy wars Doctrine of mutually assured destruction

Temporal comparisons: how one phenomenon changes over time How changing conditions change the nature of the outcome You follow multiple aspects of the comparison: actors, conditions/outcome changes over time The Cold War is over – we can’t track it to the present, but we can still observe its effects QUESTION: Are we seeing the beginning of a new Cold War? The outcome is given – look for the conditions and compare Pro/con arguments
