2 What’s a proposal? Complete this paragraph with the words given below: convince, convictions, document, evaluate, formal/neutral, forward-looking, justifies, language, points, punchy, recommendations, succint A proposal is a 1___________ that is designed to be 2_______________. 3 A proposal is a document that is designed to be evaluated
A proposal is a document that is designed to be evaluated. It sets out- and justifies - a particular course of action in response to a particular situation or context. It is forward-looking in orientation and contains clear recommendations. Its purpose is to convince, therefore both the language used and the ordering of points are persuasive throughout, reflecting the convictions behind the proposal. It starts with a succinct introduction, is appropriately formal/neutral in tone and concludes with a suitably punchy ending.

4 What? You are the president of your local charity and the city council has campaigned for months to rise funds for social causes. The council is giving local charities the opportunity to write proposals on how to spend such an important amount of money. By they end of the year the council will decide what to spend the money on. 5 How? Let me give you some hints…
Begin by brainstorming ideas, in any order, and don't worry about language at this stage. Group your ideas under headings for each section of your proposal. Write a first draft, paying attention to the level of formality of the language. Don't forget! Begin by stating the purpose of your proposal. Use an impersonal, quite formal style. Use clear layout with headings. Express opinions and make recommendations in the last section of your proposal. Include a final sentence summarising your opinion.

6 Layout A proposal has a similar layout to a report, but is a recommendation for the future, while a report is about something that has happened. The text is divided in paragraphs, each of which has a subheading, which is usually written in bold letters or underlined. Examples of subheadings: Introduction Main problems Recommendations Conclusion Introduction Current situation Recommendations Conclusion

(describing your ideas, justifying them and listing the benefits) We suggest / propose that... / -ing. We would then be able to... I (therefore) recommend that we should... / -ing. I propose that radical changes should be made to...  It is (therefore) believed / obvious that...would be ideal for...
