INTRODUCTION: Today we are going to demonstrate the use of the Common Operating Picture Synchronizer. NOTE: Before presenting this lesson, instructors must thoroughly prepare by studying this lesson and indentified reference materials. Throughout this lesson, solicit from students the challenges they experienced in the current Operational Environment (OE) and what they did to resolve them. Encourage the students to apply at least 1 of the 8 critical variables: Political, Military, Economic, Social, Information, Infrastructure, Physical Environment, and Time. MOTIVATOR: As the Army builds its capabilities for the current and future force, human resources and financial management doctrine and structure must change to provide the required capability to commanders in the battle space. This briefing will provide you an update on both transformation and our efforts to support a modular Army using the Common Operating Picture Synchronizer (COPS). INSTRUCTIONAL LEAD-IN: As an Army HR Professional, learning all of the important systems and their functionalities will enable you to do your job more proficiently. COPS is one of these systems that will assist your office in the performance of your duties. Common Operating Picture Synchronizer (COPS) was designed to provide a means of common visibility to Human Resource Command (HRC) and Major Army Commands (MACOM) personnel strength managers. The system provides users a single view of authorization and strength data for enlisted and officer personnel. COPS presents a view-only capability of existing data derived from multiple sources and initial access was limited to select HRC and MACOM staff. COPS is instrumental in resolving personnel management issues as we rapidly transform the Army. Currently, HRC utilizes the Personnel Management Authorization Document / Updated Authorization Document (PMAD/UAD) to manage strengths based on authorizations while MACOM managers utilize both The Army Authorization Documents System (TAADS) and PMAD/UAD. COPS enables users to see both management documents simultaneously. The system also incorporates personnel strength information extracted from existing EDAS and TOPMIS data. COPS merges this authorization and strength data to create a common operating picture. HRC will continue to manage strengths based on the PMAD/UAD and will not perform off-line personnel management unless fully documented. COPS provides the capability to view authorization and strength information, by specialty and grade, at the MACOM, Distribution Management Level (DML), Distribution Management Subordinate Level (DMSL), Parent Unit Designator (PUD), and Unit Identification Code (UIC) levels. Strength projections can be displayed for up to six months, at one-month increments. Additionally, COPS provides a drill down capability to view assigned strength at the individual Soldier level. This capability enables the user to concurrently see officer and enlisted assigned strengths for the current month, down to the individual Soldier level. Action: Demonstrate COPS Conditions: In a classroom environment given access to FM 1-0 (Human Resource Support), AR (Personnel Accounting and Strength Reporting), AR (Unit Status Reporting), COPS Training Manual, a computer with access to the COPS database via wireless or LAN connection and an awareness of the Operational Environment (OE), variables and actors. Standards: Students will meet the standard of 70% accuracy when they: Understand COPS Terminology Define and execute the different COPS operations and functions Produce a strength report Army Learning Areas (ALAs) – General Learning Outcomes (GLOs) Professional Competence – GLO 13, 14 SHOW SLIDE 2: TERMINAL LEARNING OBJECTIVES SAFETY REQUIREMENTS: In a training environment, leaders must perform a risk assessment in accordance with DA PAM , Risk Management. Leaders will complete a DD Form 2977 Deliberate Risk Assessment Worksheet during the planning and completion of each task and sub-task by assessing mission, enemy, terrain and weather, troops and support available-time available and civil considerations, (METT-TC). Local policies and procedures must be followed during times of increased heat category in order to avoid heat related injury. Consider the work/rest cycles and water replacement guidelines IAW TRADOC Regulation Everyone is responsible for safety. No food or drink is allowed near or around electrical equipment (CPU, file servers, printers, projectors, etc.) due to possible electrical shock or damage to equipment.  Exercise care in personal movement in and through such areas.  Avoid all electrical cords and associated wiring.  In event of electrical storm, you will be instructed to power down equipment. Risk Assessment Level: Low ENVIRONMENTAL CONSIDERATIONS: Environmental protection is not just the law but the right thing to do. It is a continual process and starts with deliberate planning. Always be alert to ways to protect our environment during training and missions. In doing so, you will contribute to the sustainment of our training resources while protecting people and the environment from harmful effects. Refer to FM Environmental Considerations and GTA ENVIRONMENTAL-RELATED RISK ASSESSMENT. Instructional Guidance: Before presenting this lesson, instructors must thoroughly prepare by studying this lesson and identified reference materials. Throughout this lesson, solicit from students the challenges they experienced in the operational environment (OE) and what they did to resolve them. Encourage students to apply at least one of the critical variables: Political, Military, Economic, Social, Information, Infrastructure, Physical Environment and Time (PMESII-PT). Conditions: With an awareness of the Operational Environment (OE) variables and actors. Evaluation: Students must successfully pass an end-of-module exam, MOD “B” assessment for Man the Force, with a score of 70% or higher and 60% for International Students. NOTE: Tell the students that all of these references are not required for COPS operations, but are provided for their information, to aid in identifying specific requirements for manipulating the system. NOTE: Army Learning Areas (ALA) are the baseline focal points Soldiers and Army Civilians must possess to prevail in the ambiguous environments that challenge the Army today. The four ALAs are: Army Profession and Leadership; Mission Command; Human Dimension; and Professional Competence. The Army Learning Area taxonomy provides a framework to assist in grouping the General Learning Outcomes. The four Army Learning Areas serve as the framework to catalogue the 14 General Learning Outcomes. The GLOs are essential outcomes resulting from training, education, and experience along a career continuum of learning. There are three primary purposes for the Army General Learning Outcomes. First, they provide trainers and educators a lens into how effective they are in conveying their support material. Second, it assists in improving instructional design and/or training support packages. Finally it places responsibility on training and education proponents to be nested with ALAs. ALA: Professional Competence is the demonstrated technical and tactical proficiency in Army and joint doctrine largely revolving around the concept of ULO codified in ADP There are three GLOs for the Professional Competence ALA. GLO 13: Soldiers and Army Civilians support Army policies, programs and processes; includes Understanding and contributing to Army Systems that manage, develop, and transform the Army. GLO 14: Soldiers and Army Civilians are technically and tactically competent; includes Branch and Career Management Field proficiency, Career Programs, Series Technical Certifications, and Warfighting Skills.

ITAPDB receives authorization updates directly from TAADS and also from PMAD/UAD through Enlisted Distribution Assignment System (EDAS) and Total Officer Personnel Management Information System (TOPMIS). Strength Managers can then pull information from COPS through the World Wide Web (www), which goes through the Human Resource Command (HRC) portal, which then goes through the Cognos Web Server before finally reaching the COPS system. 13 Filtering (1 of 4) SHOW SLIDE 17: FILTERING (1 OF 4) Select the filters for your query by clicking on the right of each field and the drop-down will appear then select Filter. Click the small arrow at the right of each field and the drop-down will come up. Then select “Filter”.

Once you have selected your filters, click on “Results” (top Left) to run your report

COPS has given us our data, but we’re not done yet!!!!!! The problem is that it’s not in a view that we can provide to the commander…

SHOW SLIDE 21: REPORT ORGANIZATION (1 OF 2) Changing the layout of your report starts with clicking on the icon with the little orange star which is located on the Views bar, then click on the word Pivot Table. We need to change the view on this report. Click the icon with the little orange star on the “Views” bar. Then click the “Pivot Table”.

To organize the report, drag the “Icons” into either the “Columns” section or the “Rows” section. You now have the data you need and can export to excel and modify as required! 20 Summary Why is COPS important to a Strength Manager?
It allows you to view combined unit strength. It allows you to view combined unit strength forecasts. It is a useful tool for developing and saving customized reports relevant to changing information needs. It allows you to drill down to a combined unit to view unit rosters. It allows you to drill through and view selected data on a Soldier.
