workplan discussion
2
workplan? what work will the Forum do for the next four years?
some broad aims some specific objectives some immediate actions who will do the work? Executive Committee Secretariat Volunteers
3
ideas already raised a market survey via WMO and IOC contact points
determine how much is spent on satcom worldwide ideally with a breakdown by type of sitcom (voice vs data, stream data vs message data, simplex/duplex, DCP vs commercial, volumes) a “guidebook” factual guide to networks and their services – intro for new users directory of suppliers WMO publication and website
4
call for case studies case studies of systems in service:
what is being measured/monitored? which satcom systems are being used? what equipment was purchased? any comments, issues, lessons? photographs, maps, short description
5
call for case studies case studies of proposed systems:
how many terminals? what projected data volume? how is it to be paid for?
6
tariff ideas “Disaster alerting tariff” – for sensors that raise the alarm upfront charge for registration zero standing charge limited number of messages permitted (if necessary) high per-message charge when activated collective purchase
7
tariff ideas “low data usage” tariffs for messaging systems
low service charges, data caps collectivised over multiple terminals multiyear upfront service charge payment? demonstrate opportunity for networks/VARs
8
random activation suggestion of mechanism to allow random activation:
user pays upfront registration charge upfront payment includes a small number of prepaid messages for testing standing charge does not start charging until prepaid messages have been used up
9
spectrum allocation meterological satellites need to retain their spectrum allocation frequency clearances Should SATCOM interact with frequency allocation bodies? If so, how? What’s the impact on SATCOM users of frequency allocation issues? Horizon scanning for frequency management issues?
10
actions market survey draw up draft questionnaire and circulate to EC
send out via WMO/IOC official channels case studies draw up call for case studies and example template send out via official channels and via personal contacts guidebook draft new version (action MP-J) look at web hosting options (WMO to host, IOC to link or mirror)
11
actions “disaster alerting tariff”
consider hydrological community (flood warnings) as a test case – find candidate projects make contacts with networks at senior level (use WMO brand) try and build a consensus
12
roadmap - tariffs results of market survey
business proposition to networks/VARs case studies user willingness to buy new services enabled by new tariff models
13
Training Presentation deck about Satcom Forum
Electronic seminar on satcom for new users? “Satcom Clinic?” Helpdesk?
