Dysgu Oedolion yn y Gymuned Adult Community Learning Chweched Dosbarth mewn ysgolion School Sixth Forms There are five main forms of provision that deliver post-16 education: Adult community learning Work based learning i.e. apprenticeships Further education, deliver a wide range of qualifications including A levels, BTECs, NVQs, HE degrees, ACL etc. Higher education, deliver primarily Bachelor and Master degrees, Research, PhDs, lifelong learning Sixth forms Addysg Bellach Further Education Addysg Uwch Higher Education

Education has been a big topic in the news over the past 2 years with countless reforms, new legislation and regulation on both sides of the border. In England, the UK Government have taken a proactive approach to increasing competition in HE, creating 3 million apprenticeships by 2020 and merging colleges to reduce costs. These reforms have also seen countless reviews into the roles and responsibilities of several agencies. The most notable consequence of these reviews has been the creation of the Office for Students. On the other hand, Wales has taken a different approach to reviewing and reforming post-16 education. Firstly, the Diamond Review, which looked at student finance in Wales, recommended that we scrap that Tuition Fee Grant. Instead, the money that would have been used for the TFG will be used to fund maintenance grants linked to the NLW, support for part-time and PG students and research. While Diamond looked at funding in HE the Hazelkorn Review looked at how all of post-16 education in Wales works. This review was commissioned by the Welsh Government to look at how to improve the current arrangements for the regulation of the various sectors, improve collaboration, reduce duplication and make the system sustainable. The final report then led to the reforms we’re discussing today.

Prif nod y diwygiadau hyn yw mynd o hyn… The main aim of these reforms is to go from this… The main purpose of the post-16 reforms is to create a single system which places the learner at the heart of the system, creates a culture of collaboration and ensures sustainable development. What this means in practice is, wherever or how ever you are studying, you will have the same rights, support and opportunities as any other student. For example, if you’re undertaking an apprenticeship you will have the same course protections as someone who is studying at university.

Cyrff cynrychioli myfyrwyr drwy’r holl ddarpariaeth ôl-16 Mae angen i ôl-16 olygu ôl-16 Datblygu gweledigaeth genedlaethol ar gyfer addysg ôl-16 Gwir bartneriaeth â myfyrwyr Student Representative bodies in all post-16 provision Post-16 needs to mean post-16 Developing a national vision for post-16 education Genuine partnership with students NUS Wales wants to see a truly inclusive post-16 education system that offers students the opportunity to achieve their aspirations and ambitions. Student Representation One of the primary messages in our response was the need for a post-16 education system that truly valued and invested in student representation. We made it clear that our support for these reforms rely on placing a duty on all post-16 providers to support student representative structures. Ultimately we want to see fully-funded, sustainable and autonomous student representative structures established in all post-16 education providers. Post-16 means post-16 We have made clear these reforms must include sixth forms, further education, higher education, apprenticeships and adult community learning. If any of these are excluded from the reforms, NUS Wales will withdraw its support. We acknowledged the scale of these reforms and will accept phased implementation of the final proposals if they meet our needs. Developing National Vision for post-16 education We have stated throughout we need to begin developing a national vision in partnership with providers, interest groups and most importantly students. We cannot wait for the Commission to come into being to begin work on revolutionising our education. Outcome Agreements that work for Students NUS Wales is supportive of the Outcome Agreements model but we want to see this developed in partnership between the Commission, the provider and the student representative body.
