2 Planning and Management
Census law is finally adopted in all countries except BA Census budget reported to be covered in all countries except BA (awaiting census law) National budget will cover the census in 4 countries (HR, MK, ME, TR), 4 (RS, AL, BA, XK) report EU/international funding of their censuses. Pilot censuses performed in 4 countries in 2009 (HR, MK, ME, RS). XK in AL in spring TR in October 2010. All countries report that Data confidentiality is ensured either by Statistical Law or Census Law – or both. Plans for Post Enumeration Surveys/Quality measures in place in all countries. Varying degree of preparedness. Sample size varies. Communication and Outreach campaigns. Average of 3 percent of total budget, range from 0,2 percent in TR to 9 percent XK. All report(ed) detailed activity plans for 2011 (received from RS and TR)

3 Census Methodology Census date for the region was initially 31. March TR and RS in October BA? AL? Traditional enumeration in all countries, except TR who will combine methods. Most countries updated maps in summer/autumn 2010, and have now finished delineating of EAs All report that questionnaires are/will be available in English. Questionnaires and/or census documents planned to be translated into several languages. Enumeration of ethnic minorities. Most countries report self- declaration and possibility not to answer. 3 countries (MK, ME, RS) use entirely open questions. Others use a combination of pre-coded and open questions. Census of Diaspora. XK and BA plan to use a supplementary list. RS and AL rely on statistics from other censuses.

4 Census Logistics/IT Census questionnaires are finalised in HR, BA, ME, RS, MK and XK. AL approval by Census Commission. TR revision of forms Regional/municipal census commissions are/will be set up in most of the countries. Varying degree of plans/initiatives to ensure minority representation among enumerators. STATUS? 4 countries plan to use OCR (RS, AL, BA, HR), 3 plan manual data entry (MK, ME, XK). All countries report preparations for data analysis/ dissemination are in place Most countries report interest to participate in Eurostat census hub
