Herts CLA Sufficiency – CLA Population November 2017
Purpose of the Project Create more local provision Herts CLA Sufficiency – CLA Population November 2017 Of the 275 placed Out of County the majority are living in bordering Local Authority areas. 80 are placed at a distance Build stronger local provider relationships Utilise the benefits of Local Authority networks Placed in County Placed Out of County Numbers % 628 69.5 275 30.5 There will be local variances and local market forces in play to affect individual LA sufficiency. Property prices identified as key factor for Herts. Identified need to form closer links with local providers – build trust. Proposal will promote more opportunities for closer regional working between LAs. Will create some efficiencies e.g SW time travel time to at a distance placements.

Project Update Survey of interest Market Engagement Events held
Placement Data Mapping Refer to list of 30 interested LAs available to view. Market Engagement Events – 18th and 19th April Focus of events was initial overarching principle and its practicalities – now need to move forward with pilot implementation Data request for all current fostering and residential placement postcodes 8 LAs mapped – refer to maps available to view (8 including Herts) Kent, Hull, Isle of Wight, Calderdale, Warwickshire, Cambridgeshire, Essex Map indicators – some strong local/regional placement patterns. e.g Calderdale. Others more scattered e.g Warwickshire. Rest lie somewhere between the two.

Process Mapping Now need to think about how to make this work and what do we need Initial thinking regarding process map – circulate hard copies of mapping Identified key stakeholders in process – grey boxes left hand side May need a separate process for planned and unplanned placement ends – different notice periods may apply Will need to develop detail of notification procedure for Placing LA to inform Host LA Considerations for Host LA and how long matching opportunity should be available to them Should the offer then go to bordering LAs next and if so a further notification procedure will be needed Ask if there are any general questions at the end of this session – 5 mins

Group Discussion Strategic Principles
Do you think the proposal will work best on a national/regional or local scale? What are your thoughts regarding LA groupings – bordering LAs as initial working pilots? What separate specialisms in provision do you feel need to be considered? What are the advantages and disadvantages of specialist in-house provision being considered as part of this proposal? Group discussions in 2 parts – first strategic principles – 15 mins discussion, 5 mins feedback, second is in relation to the process mapping again a further 15 mins discussion and 5 mins feedback Add comments to post it notes to add to flip charts at the end Particularly want to hear the views of the provider market regarding the process model and how this will work for them

Are there any other Stakeholders we need to consider? Should there be a separate process for planned and unplanned placement ends? What notice periods currently apply in your current arrangements? Who is best placed to administer the procedure? Discuss the benefits of either a single priority system for the host LA only or with an additional 2nd priority for bordering LAs?
