3 NH Energy Efficiency Resource Standard
An Energy Efficiency Resource Standard (EERS) establishes specific, long-term targets for energy savings that utilities or non-utility program administrators must meet through customer energy efficiency programs. Electricity & natural gas Adopted through regulation Requirement to achieve a percentage reduction in energy sales from energy efficiency measures. Opportunity to increase energy efficiency opportunities for residents and businesses in NH. 3-Year Plans with increasing energy savings targets for each of the first three years Stabilizes the market

2017: Transition year with energy savings goals above those achieved in prior years, and the energy savings achieved in 2017 actually exceeded the target. The First 3-year Plan for was submitted on September 1, 2017 and Approved by the Commission on January 2, 2018. Culmination of years of collaborative effort among stakeholders, the utilities and the PUC staff to develop an EERS Framework, set targets and then put a plan in place to achieve them. Workgroups formed: Benefit - Cost EM & V Funding and Financing Lost Base Revenue Performance Incentives

2018: First full year of the EERS and the programs are on track to achieve more than 86 thousand Megawatt Hours in Annual savings, or 0.8% of 2014 Annual Sales. 2019: Increase to just under 108 thousand Megawatt Hours in 2019 and 140 thousand Megawatt Hours in 2020. Allows for significant additional opportunity for residents and businesses to participate in energy efficiency programs.
