Our School has about 164 students and is home to K-12th grades.
About Us Our School has about 164 students and is home to K-12th grades. 9 Professional staff members in the Elementary. 15 Profession staff members in the JH/HS. Full curriculum with full selection of ITV courses available. Several extra-curricular activities.

Who We are: We are a small rural school located in southwest ND where farming and ranching is the primary source of income for most families. Due to our size, we are able to provided opportunities for our students on more individual and / or small group instructional basis. Due to our high teacher to student ratio it is unlikely for students to “fall through the cracks” as you may sometimes see in larger school districts.

Strategic Plan Goals Each student will graduate choice ready (post secondary, job, or military). Elgin/New Leipzig PSD #49 will foster a positive partnership with all stakeholders. Elgin/New Leipzig PSD #49 will develop a formal communication plan to proactively engage stakeholders. We believe every child can change the world; therefore, we must provide a world class education.

Building Fund – The What?
North Dakota Century Code allows the governing body of a school district to levy taxes annually for a building fund, not in excess of 20 mills. We are asking for you to support giving the school authority to levy up to 15 mills A Building Fund can be used for: The construction of school district buildings and facilities. The renovation, repair, or expansion of school buildings and facilities. The improvement of school district buildings, facilities, grounds, or real property. Lease or rental of buildings.

Building Fund – The Why? Our school facilities are aging and in need of updates and improvements for comfort, energy efficiency, safety, and other learning environment improvements. Some parts of our school building are over 80 years old. Many of the environmental systems are wearing out. A building fund will enable the District to make capital improvements. We have been using the miscellaneous levy (12 mills) to make part of our boiler payment. The mills in the miscellaneous fund do not cover the cost of the boiler project as such those expenses are place on the general fund budget.

Building Envelope Systems Estimated 5 year Repair/Replacement Costs - $50,000 to $500,000
Roofing Systems A detailed analysis was performed on the roofing systems. The following was noted: Fully adhered roofs west of gymnasium are in fair condition. These roofs have holes and damage to penetrations. Seams to gymnasium roof is failing. Built up roof south of gymnasium is in poor condition. Flashings are failing and the roof is deteriorating. Ballasted roof south of gymnasium is in poor condition. There are multiple holes in the roof membrane. Flashings and seams are starting to fail. Fully adhered Gymnasium roof is in fair condition. Flashing on south wall has pulled away from wall. Seams are failing where gym roof meets flat roofs on both sides. Multiple holes in roofing material. Fully adhered roof east of gymnasium is in poor condition. Multiple holes in roofing material. Fully adhered roof east side of the building is in good condition. There is missing metal fascia around the perimeter. Built up roof areas north of the gymnasium are in poor condition. The perimeter flashings have failed and there are multiple splits in the roofing material. The roofs do not appear to drain properly. Window Systems A detailed analysis will be performed on the window systems. The following will be performed as needed: Check age, type and condition of window systems. Identify missing or deteriorated seals. Document broken windows. Check window openings for deterioration.

Structural Concerns Within 1-3 Years – Budget Estimate $100,000 - $250,000
Walls The foundation along the south wall of the elementary school is in need of some repairs to stabilize and prevent further movement. Evaluate water penetration into the building. Evaluate the facility for proper drainage. Tuck pointing is needed in various areas around the exterior of the facility.

Environment Quality and Efficiency Factors
Temperature Control and Energy Management: $50,000 - $150,000 The school overheats during the winter months – Average Room Temperature was 74 degrees. These temperatures and humidity levels negatively affect the indoor air quality and learning environment. Heating Systems: $10,000 - $75,000 (maintenance and repairs – 5 Yr.) The boiler and heating systems for the facility will be evaluated in detail to ensure proper operation and optimal efficiency. The main boiler system consists of two coal boilers. Both boilers were installed in The primary boiler is new while the secondary was purchased used. Lighting: $125,000 - $200,000 (Estimated 5 year Replacement Costs) The majority of the lighting throughout the school facility consists of T-8 lamps with electronic ballasts.

Air Quality – Learning/Teaching Environment
Ventilation Systems: $75,000 - $250,000 (Estimated 5 year Replacement Costs) The facilities have a number of areas that could have indoor air quality problems. During a complete audit, these locations will be identified and proposed solutions will be given. The facilities unit ventilators and air handlers are in need of commissioning to meet today’s ventilation requirements. A detailed CO2 study will be performed to identify any areas that are under ventilated, but during the preliminary walkthrough, spot measurements were taken. These measurements ranged from 714 ppm CO2 up to 1214 ppm CO2. *Industry standards (ASHRAE Standard ) recommend indoor environments do not exceed 700PPM greater than the outdoor CO2 level (typically 300PPM). Air handling units will be evaluated to ensure that the proper amounts of outside air are being introduced to the occupied spaces. The gymnasium CO2 levels would be monitored to ensure that there is adequate ventilation during large events. The heating, cooling and ventilation needs of the Natatorium (pool area) are not adequately served. There is a potential for microbial growth.

Potential Updates as Needed
Aging Vehicle Fleet We have several vehicles that are newer but we also have several that are more than 15 years old. Presently these vehicles are running and operating well but down the road we will need to beginning replacing these older vehicles Aging books and classroom materials Are books from our lower elementary and upper high school are very old. In many cases more that 10 years base their copy-right date. For some of these classes this makes the information they contain no longer relevant or inaccurate. Aging Kitchen Equipment In our kitchen we have had to replace some equipment that was simply wearing out. The dishwasher and convention oven needing to be replaced this year.

Building Fund Vote: Vote will be held on November 6, 2018 from 9:00 a.m. to 7:00 p.m. Polling will be done with the county Voting will take place at the Elgin Community Center or the Courthouse in Carson Approved by a vote of the people with a minimum of 60%
