1. Overview of submissions
Six submissions: China, EU, Japan, Liechtenstein, New Zealand, the United States Key points/ elements in the submission & proposed texts Main text of synthesis paper Proposed texts Annex of synthesis paper: draft review guidelines

2. Review principles and overall approach
Guiding principle – enhance efficiency and cost-effectiveness of the review process Alternative ways of conducting reviews, i.e. changes in the format and level of detail Define timing and procedures in the review guidelines accordingly Reviewing the same information only once Implications for the format and timeline of reviews Review process to be developed in accordance with the principles and provision of Convention Structure of review guidelines should be easy to follow and cover all topics

3. Scope of review guidelines
BR review guidelines should only address technical review BR review guidelines should include both stages of IAR, i.e. technical review and multilateral assessment No need to develop BR review guidelines

6. Timing/schedule and format of reviews – Option 1
BR and NC reviews In years when both BR and NC are submitted (2014, 2018…) Centralized reviews for one group of AI Parties: completion 9 months after submission due date In-country reviews for the other group of AI Parties: completion 11 months after submission due date In years when only BRs are submitted (2016, 2020…) Centralized reviews for all AI Parties

In-country reviews for both BRs and NCs NC reviews could be conducted in conjunction with the review under the KP

Centralized reviews To be completed within 6 months of submission due date BR reviews Centralized or in-country reviews Only those parts not covered by BR reviews will be reviewed To be completed within 2 years of submission due date NC reviews

Both in-country and centralized review formats should be available to Parties under review Location and format of each review should be determined on the basis of - preference of Party under review - other considerations, including the number of reviews scheduled in one year, availability of resources and expert reviewers
