2 Introduction The Harmonized System (HS) was revised 2012 and 2017, and subsequently the Combined Nomenclature (CN) was revised. CPA Ver. 2.1 – CN 2017 correspondence on 1-1 basis finalised in March 2017 With CN changes until 2016 it was possible to annually update the full correspondence table CPA Ver. 2.1 to CN - with ex-cases. But, the changes to HS/CN 2017 were substantial. Simply updating the table was no longer feasible. Following a decision at the Standards Working Group meeting June 2017 a correspondence table CPA Ver. 2.1 to CN with ex-cases - should be developed!

3 Link types in CPA Ver. 2.1 – CN 2017 correspondence on 1-1 basis
Link type "1" is considered the primary correspondence of each 8-digit CN code to the CPA Ver Each 8-digit CN code corresponds to one and only one CPA Ver. 2.1 code. In CN 2017 there are CN codes at 8-digit. Link type "2" Link type "2" are secondary correspondences for cases where a CN code can correspond to more than one CPA Ver. 2.1 code

Link type to add in CPA Ver. 2.1 – CN 2017 correspondence - with ex-cases Link type "9" Link type "9" are cases where a CN code is for "used goods", and as "used goods" are out of scope for CPA (and PRODCOM), there is no correspondence to the CPA Ver In CN 2017 there are 28 such codes at 8-digit CN level.

9 Adoption of CPA Ver. 2.1 – CN 2017 correspondence - with ex-cases
Following the decision of the Standards Working Group meeting June 2017 the Ver. 2.1 – CN 2017 correspondence with ex-cases is to be adopted at the Standards Working Group meeting 2018. The members of the Working Group are hereby asked to adopt the CPA Ver. 2.1 – CN 2017 correspondence with ex-cases, as set out in a separate file.

10 Adoption of CPA Ver. 2.1 – CN 2017 correspondence - with ex-cases cont.
Once adopted, the 757 ex-cases will be updated to the CN 2018 (only two CN 2017 codes concerned). Please note: The ex-cases are not subject to legal references and can thus be amended or changed anytime, provided there is some justification (such as new interpretation, caselaw etc.).
