Yes – if we have a plan ! Like building the model we need some things to start with; Trust that all the parts work. A Plan to fit them all together Tools to do the job. ... and then we have to deliver.

Trust Through regular exercises we build trust that messages will get to their destination. We become used to the small differences that exist between countries. We have confidence that we can get the message sent on the most appropriate route.

Plan We have to deal with the possibility of every language and every possible mode of transmission. It will not always be SSB, some countries may never use data. In the disaster area we may not be able to use existing 'super stations', we have to be flexible.

The tools to do the job. Each country will have developed their own procedures to suit their local needs. We need to keep a basic message handling protocol available which everyone can use. The Global CoA frequencies are an important way of coming together in emergencies without pre-planning.

Delivery This is all for nothing if the message does not get though!
Contacts with authorities varies on a country by country basis. India, new MoU with Red Cross to put stations in their buildings. UK, developing procedures to meet Government stations on our shared bands. ... could we get a common method ?

Delivery We need to build our relationships with the Users of our service – they do not all want the same thing. We should not put barriers in the way of passing messages. ... but we should be prepared to work around problems.
