7. The I-CARE research report, a unique collaboration project between a global law enforcement agency namely Interpol and EI was finalised this year. This report was launched in Brussels, Belgium (March 2018), followed by advocacy events in Thailand and Kenya. One key finding of the report shows that where seized images or videos of child sexual abuse depict boys or very young children, the abuse is more likely to be severe. Another finding is that the ethnicity of the victim and its offender(s) are predominantly the same. The Study addresses a pressing need to focus on the lack of research and indicators on both identified and unidentified victims depicted in this kind of material, as well as the quality of the response by law enforcement around the world.

12. The Boys’ initiative
Despite recent growing awareness, the sexual exploitation of boys continues to be relatively under-researched, unrecognized in relevant legislation and policy, and broadly unaddressed in programming. In order to provide a solid evidence base of the sexual exploitation of boys globally, and to identify appropriate advocacy interventions for ECPAT and its network members that can lead to better prevention, protection and recovery frameworks, ECPAT has initiated, and leads, a process to coordinate a multi-stakeholder global initiative to explore the sexual exploitation of boys (hereinafter referred to as the “Boys Initiative”) in order to consolidate what’s known over the next years.
Five major projects will form the basis of the initiative:
A global literature review;
secondary analysis of large-scale quantitative datasets;
Analysis of legislation and law enforcement data,
frontline providers survey and evaluation of boy-focused interventions.
It is proposed HDF funds are used to undertake the literature review and secondary analysis project. These key foundational activities will inform the initiative as it progresses.
Initial consultations amongst ECPAT members and with expert global partners, identified a range of research questions to be explored within the Boys Initiative. A series of discrete projects have been proposed which will be coordinated by ECPAT and undertaken through its network and specific expert partnerships outside the network.
These projects will have independent structures and timelines but will be collated into a full initiative report and launch in mid-2021 to achieve maximum impact and visibility on this topic.

13. OPSC guidelines
EI this year successfully established the OPSC Guidelines Interagency Working Group. The Guidelines will support and guide State Parties on implementing and reporting on the Optional Protocol to the Convention of the Rights of the Child on the sale of children, child prostitution and child pornography (OPSC). The process of developing these Guidelines is carried out under the guidance of a Working Group of the CRC Committee, and supported by an EI-led Interagency Working Group, consisting of key child protection agencies and UN agencies.

14. Observer status: - ACERWC - ITU
EI this year strengthened its influence as an authoritative interlocutory and technical partner in combating SEC by obtaining Observer Status with the African Committee of Experts on the Rights and Welfare of the Child (ACERWC) and it became a formal member of the International Telecommunication Union (ITU) Development Sector. Both application and approval processes were a multi-year effort.

15. Strategic alliance between EI and AIPA SECTT

UNITED NATIONS GENERAL ASSEMBLY
30TH ANNIVERSARY OF THE CRC
July 2019: The HLPF will meet to assess progress on the SDGs’ implementation under the theme of ‘empowering people and ensuring inclusiveness and equality’. The HLPF review includes SDG 16 and its target 16.2 to end all forms of violence against children.
September 2019: World leaders will gather in a General Assembly Summit to review progress in the implementation of the 2030 Agenda and all its SDGs. The Summit will provide high-level political guidance and mobilize action for the second phase of implementation of the 2030 Agenda.
November 2019: The UN General Assembly commemorates the 30th anniversary of the adoption of the UN Convention on the Rights of the Child (CRC), the most widely ratified UN treaty.
Additionally: 2019 also marks the 10th anniversary of the SRSG-VAC mandate.
The High-Level Political forum (HLPF) is the UN’s central platform for follow-up and review of the 2030 Agenda. The HLPF meets annually at Ministers level (under the auspices of the ECOSOC) and every four years at the level of Heads of State and Government (under the auspices of the GA). Voluntary National Reviews (VNRs) are at the heart of the follow-up on the implementation of the SDGs. States are to ensure that these reviews provide a platform for partnerships, including through the participation of major groups and other relevant stakeholders, and that they develop regular reports to the HLPF.
In various aspect 2019 will be a critical year for ECPAT, as there will be both a HLPF Ministerial meeting and a HLPF Heads of State meeting and because SDG goals 8 and 16 will be under particular review. ECPAT’s strategic focus now has to change from raising awareness to a coordinated effort of holding governments to account for the implementation of the goals they have agreed to achieve.
Way forward: ECPAT will make a coordinated effort to engage its network in the VNR process. Bearing in mind the particular importance of the VNR process of next year, we will start with a specific focus on countries where ECPAT has members or ongoing coalition-building initiatives and that have committed to report to the HLPF in In this regard, ECPAT has assessed the below projects on their relevance against SDG targets 8.7 and 16.2, to what extent they consider activities in related priority countries and their potential to attract a high-level audience to related (side) events during the meetings of the HLPF. To ensure network engagement on national levels, ECPAT also included specific indicators related to the established contact between national members their relevant government counterparts with responsibility for ensuring coherent implementation of the SDGs in general and with those with specific reporting assignments related to SDG targets 8 and 16 in particular.
Next HLPF meeting under auspices of ECOSOC tentatively planned for 8-19 July 2019.
