A brief on the Ministry of Gender Labour and Social Development

Background The History of the Ministry is derived from its mandate as of the 1995 Constitution of the Republic of Uganda, Chapters 4 and 16 which is to: “empower communities to harness their potential through skills development, Labour productivity and cultural growth.” The constitution advocates for protection and promotion of fundamental rights of the poor and other vulnerable groups as well as institutions of traditional or cultural leaders

Background The Government of Uganda has successfully implemented a number of economic reforms that include stabilizing and rehabilitating the economy, that have lead to significant economic gains. However, over the past few years, the government realized that economic improvement had not been matched by human progress and development. This realization led to the formation of the Ministry in 1998 as result of combining two ministries: Ministry of Labour and Social Welfare and Ministry of Community Development. Therefore, the MGLSD is the lead agency in the social development sector (SDS) and is charged with the development and implementation of the Social Development Investment Plan (SDIP).

Mandate The Ministry’s mandate is to empower communities to harness their potential through cultural growth, skills development and Labour productivity for sustainable and gender responsive development.

Mission: The mission of is promotion of gender equality, labour administration, social protection and transformation of communities.

Vision The vision is a better standard of living, equality and social cohesion, especially for poor and vulnerable groups in Uganda.

Structure of the Ministry
The Social Development Sector (SDS) promotes issues of social protection, gender equality, equity, human rights, culture, decent work conditions and empowerment for different groups such as women, children, the unemployed youth, internally displaced persons, the older persons and persons with disabilities. These groups are often marginalized or excluded from the benefits of development, and are particularly vulnerable to exploitation and income shocks. The mission of the SDS is promotion of gender equality, Labour administration, social protection and transformation of communities.

Structure of the Ministry
The Ministry is the lead agency for the SDS and is charged with the development and implementation of the Social Development Investment Plan (SDIP) with the mandate to empower communities to harness their potential through cultural growth, skills development and Labour productivity for sustainable and gender responsive development. Collaborative partners and stakeholders include Government agencies, other sectors, Local Governments and Civil Society Organisations (CSOs)

The Ministry operates through a structure comprising three directorates: Gender and Community Development; Labour, Employment and Occupational Safety and Health Social Protection

The Directorate of Gender and Community Development consists of three departments: Community Development and Adult Learning; ii) Gender and Women affairs; and iii) Culture and Family affairs.

The Directorate of Labour, Employment and Occupational Safety and Health comprises three departments: i) Labour, Industrial Relations and Productivity; Occupational Safety and Health; and Employment Services.

The Directorate of Social Protection comprises of three departments: i) Disability and Elderly; ii) Equity and Rights; and iii) Youth and Children Affairs.

At the technical level, the Permanent Secretary is the Chief Executive and Accounting Officer of the Ministry. The PS is supported by three (3) Directors and ten (10) Heads of Department.

The Ministry provides for one Cabinet Minister and four (4) Ministers of State; Hon. Minister of State, Gender and Culture; Minister of State, Elderly and Disability Affairs; Hon. Minister of State, Youth and Children Affairs; and Hon. Minister of State for Labour, Employment and Industrial Relations.

Administrative Arrangements for ESPP
Secretariat; headed & staffed with MGLSD. Supported by Technical Assistants. Responsible for day-to-day management in both policy support and SAGE implementation. A management agent- Maxwell Stamp PLC provides technical assistance and pre-finances SAGE transfers and Secretariat operations SAGE offices established and fully facilitated within existing local government structures (up to sub county level) in each of the 14 pilot districts. MGLSD accountable for SAGE operational funds & + policy funds (currently suspended) SP Sub-Committee plays a key role in the development and implementation of the social protection policy. Administrative Arrangements
The ESPP Programme is housed under the Social Protection Directorate of the Ministry within the Department of Disability and Elderly The Secretariat undertakes the day to day running of the programme and coordination with the districts and reports to the PS through the Director Social Protection. Within the district,the SAGE programme is housed in the Community Based Department headed by the District Community Development Officer
