Youth Aspiration Fund Aim
To tackle young people’s vulnerability, antisocial behaviour, crime and re-offending through families, schools, communities and partnerships.

Themes Preventing involvement in serious and organised crime Reducing the risk of child sexual exploitation Building resilience and supporting aspirations Reducing offending Promoting restorative justice

Outcomes – what difference will your project make?
13 outcomes (prospectus pages 4&5), e.g. Reductions in crime Reductions in young people not in education, employment or training Increased confidence, tolerance and better social skills in young people Reduction in teenage pregnancy How will you Achieve this? Record it? Report it?

Projects must target and benefit:
11-18 years (flexibility from 8 years and up to 25 years if need is evidenced) At risk of offending or risky behaviour Vulnerable to exploitation and harm Have complex needs Live in a family or community which is vulnerable to exploitation and harm * The fund is not for generic youth provision*

Eligible: charities, community and voluntary groups Level 2:
Funding available £500,000 in the pot Level 1: Mainly up to £1,000, we will consider projects up to £5,000 for compelling cases and extensive reach into communities Eligible: charities, community and voluntary groups Level 2: £5,000-£30,000 Eligible: charities, community and voluntary groups, and statutory partners

Eligibility Deliver in Greater Manchester
Start within 2 months of decision Organisation bank account (payments can’t be made to individuals) Not a commercial enterprise Not projects which promote religious/ political beliefs Not medical research and equipment Not capital projects, e.g. building/ construction or organisation infrastructure If you have already received a grant from the PCC, you can only apply again if your project is different or being delivered in a different area.

Download the application form Save it onto your computer Answer the first question (your organisation’s name) Save it again Close your application form down and re-open it to check the information has saved Save your application form as you go along in case your system crashes and you lose your work

Characteristics of strong applications
Clear demonstration of need for the project, and demand from the target groups Clear how projects will achieve outcomes, record them and report back Organisations work collaboratively with other groups and services (police, council, NHS, housing, businesses, etc) Sustainable projects – able to secure alternative income sources & reduce financial support from public purse Projects that see people and communities as valuable, and not problems to be fixed Projects build social capital (e.g. volunteering opportunities that lead to increased citizenship, civic participation, employment)

Why applications are unsuccessful
Good concept but no links to outcomes Generic youth provision, not targeted at risk groups Applicant has no links with the target group they propose to work with, or other agencies Items requested to be funded have no relation to the project No indication of number of people will benefit – value for money? Items requested to be funded were overpriced, therefore not value for money

How are decisions made? Deadline for applications 4pm, 19th January 2017 Decision notification April 2017 Projects delivery starts Within 2 months of receiving funding Officers score each application form against the scoring matrix (prospectus pages 10&11) and eliminate any that fall below minimum score Make sure your application is particularly strong in the sections that contain the most marks* Remaining applications will be assessed by the Independent Panel PCC makes the final decisions and reserves the right to reject any application All successful applicants will have to complete due diligence form

Scoring matrix: Stage 1 – Quality
Minimum score of 40 out of possible 60 Criteria YAF Level 1 (<£5k) YAF Level 2 (£5k-30k) Identification of cohort/ referral pathways 15 10 Meets one of the 5 themes and demonstrates how it will effectively deliver stated outcomes (prospectus pages 2-5) 20 Partnership working Building resilience and supporting aspirations with appropriate support, guidance, challenge, and personal development 5 Reputational risk (feedback from partners) Sustainability (level 2 only) Social value (level 2 only)

Scoring matrix: Stage 2 - Finance
