Specific risk assessments What are the specific contexts for those risks These are split between central and local levels.

Development of operating practices Operating practices -What is the best way to deal with the risks? How do these translate into training? How should we equip our staff How does this inform our support facilities? What are our standards?

13 So, what is “doctrine”? It is all of these things.
It is “the systematic way we, as a service ensure effective and safe operations in a hostile environment”

14 How do we organise this? Minister for fire – identify strategic risks clearly and explicitly CFOA view is that minister should discharge responsibility through all generic risk assessments (including key controls) and certain specific risk assessments.
