6 FUTURE OPS (CONT’D) Dual Ship Humanitarian Ops expected into the foreseeable future This year, USNS Comfort mission to SOUTHCOM AOR, USS Pelileau mission to PACOM AOR. Next year USNS Mercy humanitarian mission and smaller scale humanitarian mission on East Coast. Ops will continue to take place during April/ May timeframe.

Primarily sourced from NMC Portsmouth Team currently covering June/ August/ September 2007 Region TBD standing up team to cover July/ September 2007 AFRICACOM being stood up US Africa Command has established a web site at: Shortcut to: Expect to see more taskers from this AOR once they are given marching orders. Initial Op capability Oct 2007; fully operational Oct 2008.

8 Working Smarter… Discussed decreasing number of Medical assets by centrally locating between operational units. Working to improve availability of dedicated lift- ground and air Building air strips Purchasing ambulances better suited to operational environment Working to better educate and communicate assumed risks to Operational leadership Must demonstrate that war fighter can expect same coverage from centrally based assets as locally based assets Marine units are now requesting more IAs, not HSAPs: Demonstrates recognition the HSAP assets in CUIC billets have been exhausted Allows units that did not previously have HSAPs assigned a means of requesting medical assets to support new roles and missions.

Discussed initiative to limit HM support in Afghanistan and Iraq to 8404 only Any HM in theatre may be required to assume roles/ responsibilities where 8404 training would be essential. Several major considerations to work out before reaching policy stage. More Amplifying guidance on Medical Limitations (refer to Encl 2)

PERS sourcing missions in conjunction with PCS orders. For Navy Medicine: PERS will source billets beginning Jan 2007 (about 2 % of total deployed medical staff). Notification of members prior to deployment Clarification: This is 30 days from time Command is notified, not the individual. It is the expectation that all members that may be nominated for a mission be notified once a tasker is received at the command.

11 Review: January ‘07 Business Rules
First, let’s review past business rules: Timely notification of deploying member (30 days minimum) Notify/ Assign alternates to all missions (alternates names kept at Command level). Improve EMPARTS data integrity (PRD/ EAOS;LIMDU; Pregnancy; Post-Partum status –outdated info) Encourage innovative and effective ways to mitigate impact of personnel loss due to deployments (GWOT contracts; TAD backfills; etc)

12 EMPARTS “Pending Deployments”
The following are now required fields for all EMPARTS submissions marked pending deployments: Mission *BSC or LN block (below Mission “drop down”) must contain Noble Eagle number/ Billet Line Number (NE-XXXX-XXXX) assigned. *Date Notified Depart and Return Dates *New Requirement

13 More Business Rules (Jun ’07)
All members of POMI should be able to retrieve deploying service members’ orders. NMCMPS access is required. Effective March 2007,all deployment orders are being written by PERS. Service members and POMIs should not be contacting PERS or the Region to ask if orders have posted. Command POMIs need to go online to the link provided below and under the “Help” prompt (to your right) on the BOL menu screen, request NMCMPS access for all UICs under the command. All Manpower Officers should already have this access.

14 More Business Rules (Jun ’07)
Submission of alternates for each primary is now required Alternates are expected to conduct all pre-deployment activities short of effecting housing arrangements (requesting HHG storage). In cases where commands only have 1 “Primary” available, the “Alternate” will be tasked to another command.

Notification Process 30 days notification is required by PERS to write a set of Orders 60 days notification is the BUMED benchmark and ultimate goal Not always achievable, however, we are improving the process everyday better tracking/management of alternates, EMPARTS data integrity improving/ DMHRSi downloads More predictable battle rhythm - EMF Kuwait; JTF GTMO; MEF (Jan/Feb and June/July)
