1. The average expenditures presented in this chart were from the 31 states that were able to report information about the age and living arrangement for people with IDD receiving Medicaid waiver services. Most Medicaid waiver funding is directed to individuals with IDD who are 22 and older. Children receive some services through school. Once adults finish school they often need additional waiver supports for employment or other day services.
