CYAR The Children and Youth at Risk co-operation program has been developed within the framework of the Barents Co-operation as a result of a growing concern regarding marginalized children and youth in the region. The CYAR was adopted in March 2008 by the Joint Working Group on Health and related Social Issues (JWGHS) The CYAR is run by a Steering Committee with members from all Barents partners Chairmanship from Norway and Murmansk region (Russia) Navn på seminar /

CYAR The CYAR emphazise that all efforts need to strengthen the public services – primarily the social sector – and their ability to adequately assist and support children and youth on the individual level The creation of a common understanding of the target groups and their living conditions is an important basis for the work The CYAR works to: to increase the knowledge about the target groups to identify competence ’gaps’ to promote and disseminate well-documented interventions with positive results towards target groups Navn på seminar /

Developing a situation overview in the Barents region – annual regional reports, Barents assembly Annual expert conferencies on CYAR topics Competence building – dissemination of the programmes: Incredible Years (IY) Family Group Conferences (FGC) Aggression Replacement Training (ART and Family-ART) Restorative Justice – Mediation board 4. CYAR Protocol on intentions between the Ministry of Children, Equality and Social Inclusion (MCESI), Norway) and Arkhangelsk region for On the way are agreements between MCESI and Murmansk region (MJP), Komi and Karelia republics for Agreement between MJP (Norway) and Russian Ministry of Justice on the 3-years collaborative program. Among other important areas of collaboration are juvenile offenders and crime prevention, rehabilitation and resocialisation, alternatives to prison punishment for young offenders.
