1 UNECE/FAO sneak preview on the Industrial Round Wood (IRW) balance tool Florian STEIERER

2 Challenge & Constraint
Improve the validation of the consistency of JFSQ data on industrial roundwood removals and produced volumes of wood products in the most simple and effective way Constraint: Time! Data UNECE = one week  Easy to use tool that is precise as possible.

3 Mandate Mandate: The Joint FAO/UNECE Working Party on Forest Statistics, Economics and Management at its thirty-fifth session... “... expressed (support) for the wood balance analysis used to evaluate wood supply and the secretariat was encouraged to improve this.” 3

4 The geographical scope

5 Methodology “Industrial Roundwood Balance” Back-end consistency check
Production and trade included No information on wood energy involved Solid wood equivalent as unit Calculation for the past eight years Conversion factors are key !!!! 5

6 Methodology “Industrial Roundwood Balance” 6

7 IRW Availability (m3 SWE)
IRW available [C & NC] (Production+Import-Export) Net Fibre trade of chips, particles & residues (exports-imports) 7

8 Production (m3 SWE) Sawnwood Plywood/veneer Volume of product [m3 SWE]
Particleboard OSB Hardboard MDF Insulating Board Mechanical Pulp Actual input [m3 SWE] Semi-chemical Chemical Pulp For particleboard, OBS, hardboard, MDF and insulating board, the unit for the conversion factors are m3 (solid wood)/m3(product). These products are often compressed and thus much denser than the original solid wood). For pulp (chemical, mechanical and semi-chemical), the unit for the conversion factors are m3 (solid wood)/metric ton at 10% moisture content. The calculation only considers the solid wood equivalent which went into the production of wood pulp (dissolved solids, which are used for wood energy, are used for energy and no longer accounted for in the IRW balance). 8

9 Iterations Issue Country Cause Solution Deficit Italy
Post consumer wood not included GESbois questionnaire Surplus Poland Small sawmills not covered by offical JFSQ reporting N.A. Denmark IRW for energy? / Intra European trade? Mirroring Comtrade, no solution Divers Wood pellet production JWEE 9

17 Conclusions Cost-effective quick-check
Quite precise – the bigger the forest sector, the better is the result Some issues already detected (Post-consumer wood, processed wood based fuels, small sawmills) Good conversion factors (where available) We are lacking still many countries. Only 16 countries with complete set. Intra-European trade may be an issue 17

18 The way ahead Publish results in a UNECE/FAO Discussion Paper
Propose to discuss details of the study at the first meeting of the UNECE/FAO Teams of Specialists on Statistics ( May 2014) in Geneva. Present the results of the study and the discussions to the Joint FAO/UNECE Working Party on Forest Statistics, Economics and Management  ( June 2014) in Geneva. Apply the tool to the 2013 dataset, when available. Improve set of conversion factors. 18

19 Thank you for your attention!

20 Main issues after first step
Significant wood deficit: Post consumer wood not considered (e.g. Italy) GESbois questionnaire from CEIbois Significant IRW surplus: Weak export data (e.g. ) Mirrowing trade data from Comtrade Other products not considered Processed wood based fuels production 20

21 Question and Constraint
How to improve the data validation process to better check IRW production and production of wood products? Constraint: Time when doing the data evaluation. Easy to use tool that is precise as possible. 21
