Who are WESTTRANS? Sub-regional partnership, delivering pioneering strategic transport projects to: 6 West London boroughs Over an area of 33,733ha Approx 1.7 million people London has a complex governance structure. HE, TfL, Boroughs Funded by TfL and Borough contributions. Small team of four: Manager, 2 Project Managers & Monitoring Officer. Deliver projects – programmes where they cross Borough Boundaries/ shared cost savings

400 Sites 90 reports a year Mobility Plan Management
Implementation and monitoring timetable Agreed survey methodology 90 reports a year WestTRANS monitors over 400 sites across 5 West London Boroughs. Boroughs contribute to fund the Monitoring Officer post In addition we comment on/approve submitted MPs and help sites implement their MPs. Collect monitoring reports from the sites and provide feedback. Work with TRICS and iTRACE to promote efficiencies and improvements With more sites coming ‘online’ the number of survey responses/trip records is becoming significant. Up to 120,000 responses a year

Mobility Plan Coordinator Baseline Data Targets Monitoring Methodology Remedial Action There is a delay between approving mobility plans and their implementation. For this reason, many mobility plans currently in operation are inadequate. That is, they lack targets, monitoring schedules etc. We have learnt from this and improvements to mobility plans have been made. We require contact details, robust baseline data, targets set according to that data, a clear methodology, schedule and most importantly, what the site must do if after the five or ten years they haven’t met their targets.

Reporting Gives MPC more understanding of their employee commuter habits Reporting Report via iTRACE have been prepared by the MPC so they have some understanding of the sites commuter habits. The report must contain an action plan – in light of the results, what will the site do now? MPCs can use the detailed information to prepare an ACTION PLAN

Results Doesn’t tell us enough.
Graph is based on the percentage change per mode per site. Displays the difference between the first and last surveys on a selection of sites over the las 10 years. Positive results indicate mode shift in the preferred direction. 53% of sites have positive shift, 5% no change. Each site is unique and doesn’t display actual numbers, just whether there has been a positive impact.

How effective are mobility plans? Mobility Plan Coordinator Measures Facilities It depends… Must have a good site coordinator – someone within the organisation to promote behaviour change. Not as essential as a MPC Measures must be appropriate and targeted – Push (no parking) and pull (pay cycle mileage) Facilities such as cycle parking, drying rooms, parking spaces If the top three work well, the local environment (cycle lanes, public transport, permeability etc) has a reduced effect. Environment
