18-19 June 2013 The Value and Benefits of SAIs The journey so far … INCOSAI 2007 established the WGVBS. INCOSAI 2010 considered the Framework for communicating and promoting the Value and Benefits of SAIs. INCOSAI 2010 supported the development of an ISSAI.

3 18-19 June 2013 The Value and Benefits of SAIs The journey so far … Since INCOSAI 2010, a project team has been actively engaged in developing an ISSAI. ISSAI X was exposed for comment in October 2012. There was generally a very positive response from the INTOSAI community to the content of the ISSAI. The Project team has considered all comments received (Analysis of comments received is on ISSAI website). The content of the ISSAI has been finalised, subject to the WGVBS and KSC.

4 18-19 June 2013 The Value and Benefits of SAIs The journey so far … PSC Chair was asked to consider the classification of the ISSAI (consistent with INTOSAI due process). A report on the classification question was prepared by the project team to assist in this consideration. PSC Steering Committee was consulted by the PSC Chair. The PSC Chair decided the ISSAI should become “ISSAI 2” on level 1 of ISSAI framework. Concern expressed by some (eg EUROSAI) about the classification of the ISSAI as “ISSAI 2”.

Will the decision on the classification of the draft ISSAI be revisited? Will the INCOSAI endorse the draft ISSAI and, if so, will that require changes to the ISSAI?
