4. Who is the handicapped in Iraq ?
According to the Social care Law no. 126 for the year 1980 :
The handicapped is the person whose ability to work, obtaining it or keeping it is limited or lost because of mental, psychological or physical disorder .

8. Handicap in Iraq
Owing to the hard conditions the Iraqi people underwent along decades and being liable to warfare and crises. These conditions indicate to the increase in the number of disabled people to more than 15% with restricted participation of them to perform their social role, that increased handicap rate & severity.

It is hard decide a detailed number, types and various causes of the disabled because of the lack of accurate statistics and the absence of integrated social health care system for them.

Goals:
To ensure an effective medical & rehabilitation services for all Iraqis with disability.
To improve the medical rehabilitation services in Iraq.
To minimize the incidence of handicap among Iraqis.

29. create one rehabilitation and prosthetic orthosis center in every governorate in cooperation with governorate council
upgrade specialized medical services for disabled persons in Iraqi hospitals.

30. create medical rehabilitation ward in every major hospitals with capacity of not less than 5% from all hospital’s beds to ensure the following services :
Rehabilitation of traumatic brain injury
Rehabilitation of spinal cord injury
Rehabilitation of locomotors system.
Pediatric Rehabilitation
Specialized rehabilitation services

31. Projects under construction
Completion of the disabled hospital 400 bed capacities at Karkh, Baghdad (underway) which is only 10% of construction work is already implemented. When the hospital is done, 200 beds could be used for medical rehabilitation and the rest for the supporting specialized surgery.
Project to create rehabilitation wards with capacity 100 beds in medical rehabilitation center and rheumatologic disease in sadir al kanat.

32. Training and develpement:
indulge existing staff in training courses in/out Iraq in order to developed their skills in subspecialty and quality of medical rehabilitation and other support branches.
Provide adequate opportunities to create a national base for teaching and training and provide higher (the board) studies in medical rehabilitation for various basic and clinical specialties

33. About the prevention of disability :
Contribution to the control program for mental disability and cerebral palsy.
Educational programs about the risk of mines were health workers have been prepared as trainer for education about risk of mines and trained 86 persons in 5 training courses in all Iraqi provinces.
