Background During President Hoover’s government the Depression was in full swing. Unemployment was at 13 million, industries were closed, farms repossessed and the Dust Bowl was disastrous, banks shut down and the stock market had major difficulties. People couldn’t find work anywhere so the government had to act. Hoover loses election of 1932

Federal Emergency Relief Administration- created to spread out $500 million to state agencies half of it in direct aid to the states and the other half on the basis of $1 of Federal money for each $3 spent by a state or locality for unemployment relief programs 10
