5 NEW JOBS ARE PRECARIOUS
There is an erosion of standard forms of employment. Most new jobs are temporary with low pay, limited social security benefits and limited protection against dismissals. Trade union densities are low among precarious workers.

6 MANY ARE WORKING POOR Eurofound: 6% of employees and 18% of self-employed. They make less than 60% of median income of full-time employed They are difficult to indentify.

7 WHO ARE MOSTLY AFFECTED?
Migrant workers from new member states and outside EU. They provide services, are often rented out through agencies. Many youth workers are vulnerable. Women are often employed part-time.

8 SPECIFIC CHALLENGES Temporary agency work Fixed term contracts
Unwanted part-time work Bogus self-employed Others

9 EVALUATION METHOD Roadmaps were sent out in Affiliates defined the way forward by answering six simple questions on campaigns, goals, levels, time, etc. 50% of countries and member organisations participated. Also annual CB survey

10 CAMPAIGNS AND INITIATIVES
Collective bargaining Political lobbying Media Manifestations Others

11 CB RESULTS 2009-2010 Positive reports from 8-10 countries
Temp workers: percentage limits, maximum number of contracts, equal pay, implementation of new directive in CA No results in Croatia, France and Spain

12 EU DIRECTIVE ON TAW Hired workers should cost more, but equal pay is not so easy in practice Hiring should continue to be restricted Unions and employers’ organisations are entitled to dialogue with their governments

13 BOGUS SELF-EMPLOYED Fake self-employed receive all their work and all their money from one employer. Some of them are previous workers who lost their jobs. They return to former working place as consultants.

14 FURTHER WORK The second common demand will be subject to a mid-term review in 2011 and a final evaluation by EMCEF and ETUF-TCL adopted their common demands this year No third common demands yet
