You will need your copy of the Constitution

2 Preamble - A preliminary or preparatory statement; an introduction.

3 Preamble: “We the people of the United States, in order to form a more perfect Union, establish justice, ensure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.”

6 Goal- Number One To Form A More Perfect Union
The Framers were dissatisfied with the United States under the Articles of Confederation, but they felt that what they had was the best they could have, up to now. They were striving for something better. The Articles of Confederation had been a grand experiment that had worked well up to a point, but now, less than ten years into that experiment, cracks were showing. The new United States, under this new Constitution, would be more perfect. Not perfect, but more perfect. To Form A More Perfect Union When the Constitution was written the states saw themselves as separate nations. The founders (framers) wanted the states to work together. U.S. Postal System U.S. coins and paper money Answer – Create a Congress that has equal representation on the Senate and the House of Representatives based on population.

Goal- Number One "Form a More Perfect Union" According to the Articles of Confederation, the United States was a liberated alliance of independent, controversy states. Most states acted like they weren't even a part of the same nation. One of the main goals of this Constitution was to get the states to agree, and work together. They wanted the states to become a united nation.

Goal- Number One "Form a More Perfect Union" In order to make this goal possible, the Constitution gives a vast range of power to the national government. Examples Only Congress (the national legislature) has the right to tax all of the people. The President is responsible to make sure that all of the nation's laws are carried out. Federal courts dictate one system of laws for the nation.

10 Goal- Number Two Injustice, unfairness of laws and in trade, was of great concern to the people of People looked forward to a nation with a level playing field, where courts were established with uniformity and where trade within and outside the borders of the country would be fair and unmolested. Today, we enjoy a system of justice that is one of the fairest in the world. It has not always been so — only through great struggle can we now say that every citizen has the opportunity for a fair trial and for equal treatment, and even today there still exists discrimination. 11 Goal- Number Two "Establish Justice"
The second goal of the Constitution is to establish justice. It means that every law is to be exactly the same to every American. To create an equal, fair nation, all of the rights to the people must be the same. No matter the person's race, religion, gender, country or origin, political views, or financial situation. The Constitution gives this task to a federal system of courts.

12 Goal- Number Two "Establish Justice" The federal court has to deal with a huge range of issues. The federal court has to hear cases involving the Constitution, national laws, treaties, foreign ambassadors, and ships at sea. They also have to settle different disputes between individuals, between individuals and the national government, and between the states.

Without a national system of courts, state or local courts would interpret national laws. Some judges in states might even refuse to enforce the national laws that they did not care for. This means that we would definitely not have a structured system of laws. There would be many disputes about the meaning of the laws, and certain disputes of some laws, may remain unsettled. Confusion and unjust laws would probably result.

15 Goal- Number Three Domestic Tranquility
The National government has the power to keep peace and order inside America. Answer - Raise money to keep peace and maintain order. Taxes can be used to do this. One of the events that caused the Convention to be held was the revolt of Massachusetts farmers known as Shays' Rebellion. The taking up of arms by war veterans revolting against the state government was a shock to the system. The keeping of the peace was on everyone's mind, and the maintenance of tranquility at home was a prime concern. The framers hoped that the new powers given the federal government would prevent any such rebellions in the future.

Goal- Number Three “Ensure Domestic Tranquility” The Constitution has given the government certain powers, so that they will be able to keep the peace. Local governments, along with state governments, are allowed to use their own police to enforce national laws within their own borders. However, when the crime has crossed state borders, the national police agencies, like the FBI, can step in to help protect life and property.

18 Goal- Number Four Provide for the Common Defense
Protect the United States from foreign attack The United States government has the power to raise armies and navies. Answers Army Navy The new nation was fearful of attack from all sides — and no one state was really capable of fending off an attack from land or sea by itself. With a wary eye on Britain and Spain, and ever-watchful for Indian attack, no one of the United States could go it alone. They needed each other to survive in the harsh world of international politics of the 18th century

19 Goal- Number Four "Provide for the Common Defense" When the American Revolution ended, the United States had no armed forces to defend itself. Without an army, there as no way to force British troops to leave the western frontier. Without a navy, there wasn't any way to prevent Spain from closing part of the Mississippi River to the American Trade. Farmers of the Constitution realized that the armed forces were vital to our nation's survival. Military power would help to prevent attacks by other nations, but it would also protect economic and political interests.

21 Goal- Number Five To Promote the General Welfare
The National government has the power to promote the well-being of its citizens. FAA FEMA Clean air Better Roads Education This, and the next part of the Preamble, are the culmination of everything that came before it — the whole point of having tranquility, justice, and defense was to promote the general welfare — to allow every state and every citizen of those states to benefit from what the government could provide. The framers looked forward to the expansion of land holdings, industry, and investment, and they knew that a strong national government would be the beginning of that.

23 Goal- Number Six Secure the Blessings of Liberty
The framers remembered all the patriots that died fighting for freedom. The governments job is to protect freedom for all citizens. Everyone has to answer to the Constitution and Bill of Rights. Answers - Future generations will be free - Bill of Rights or 1st Ten Amendments Prevent a tyrant from running the country by impeaching the President. Hand in hand with the general welfare, the framers looked forward to the blessings of liberty — something they had all fought hard for just a decade before. They were very concerned that they were creating a nation that would resemble something of a paradise for liberty, as opposed to the tyranny of a monarchy, where citizens could look forward to being free as opposed to looking out for the interests of a king. And more than for themselves, they wanted to be sure that the future generations of Americans would enjoy the same.
