1 Definition of Cash Transfer System, adapted to the Burundi context
1. Analysis of transfer options in the country IOM Procurement and Finance Team 2. Meeting with potential service providers IOM Procurement and Finance Team, in collaboration with Programme Unit 3. Agreement with final service provider *IOM BURUNDI: Electronic Bank System, payment of 5% fees on global transfers *Data Protection agreement included in the Contract 4. Creation of Vendor Account Finance IOM Team Manual Bank Transfer: The bank goes to field with the list and directly withdraws the money from IOM’s account to the beneficiaries (less than 3% fees, more problems for transparency and monitoring of transactions) Electronic Bank Transfer: The bank, with the beneficiary list (including amounts to be transferred), creates a bank account for the beneficiary head of household, where money will be transferred from the IOM bank account before the cash distribution Direct monitoring with the bank is possible, tracking of activities and avoiding duplication of beneficiaries, etc.

Beneficiary home visit Programme Unit with focal points * Check on habitability, including latrine and distance to water sources 2. Signature of hosting agreements or rental contracts Programme Unit with focal points * IOM supervises the procedure as witness of the document’s signature * 50% of the payment is for the landlord and another 50% of the payment is for the beneficiary household 3. Creation of beneficiary list in bank format Programme Unit * Bank format must include the following minimum information: Head of household name and surname, ID number, amount to be paid, location, date and place of distribution

Challenges Lessons Learned + Unexpected results Through the bank approach, the dignity and protection of the beneficiaries is improved Financial procedures more transparent Cash transfer for rehabilitation programmes has become a new shelter construction programme Beneficiaries decide, with minor support, to rebuild the whole shelter Rental/Hosting support is a source of income not only for the beneficiary but also for the hosting family or landlord Reverting part of the income to the host community Empowerment of women through the Cash for Work programmes They are participating in the income of the family Cash as a community cohesion and reintegration tool Not giving cash to individuals; the cash is conditioned to a group activity or agreement. Link it to Reintegration and Resilience Transition Communication campaigns: Value of money, objectives … Bank communication procedures Security during field distributions Monitoring and Evaluations tools ID cards Avoid any type of abuse by other actors in the community

Recommendations Encourage women to participate in the CBI
Incorporate Finance and Procurement team in all the phases of the implementation Agree with the bank on the sites and fees Share SOP Always deploy a finance staff member during cash distributions
