Social Services & Wellbeing Act 2014
Provides the legal framework for transforming social services. The Act established seven Regional Partnership Boards (RPBs), on the health board footprint. The Act also provides for Regional Forums or Social Value Forums Other relevant policy approaches include: ‘Prudent Healthcare Principles’ and the ‘National Outcomes Frameworks’. The 2018 Parliamentary Review into Health and Social Care in Wales and the “Healthier Wales Plan” Programme for Government: ‘Prosperity for All’. Economic drivers such as the foundational economy, inclusive economies and economic and community anchors.

Wellbeing of Future Generations (Wales) Act 2015
The Act established Public Services Boards (PSBs) for each local authority area in Wales to work towards local wellbeing goals. Both Acts require authorities to: provide preventative services utilising collaboration the involvement of citizens To develop a robust and sustainable sector for the delivery of social care, preventative and well-being services The Social Value Forum plays a vital role in informing the development of these services and utilising a range of opportunities to realise the aspirations of the SSWBA.

Social Value Forums Actively consider how value based organisations can deliver the required services. Personal outcomes underpin the whole system, and the development of any type of service must always focus on this aim Ensure that services meet people’s personal outcomes and, where possible, provide added value. Start of the journey in establishing regional forums to support social value based providers The session today will support the development of: terms of reference and membership forward plan for meetings. Plan for the publication of a report every three years on the activities of the forum The first report must be published in March 2019.
