“RE… (?)” MODERN NEIGHBORHOODS, CONSERVING
EAAE thematic network on CONSERVATION Coordinator: Professor Stefano F. Musso 3rd Workshop / 2011 “RE… (?)” MODERN NEIGHBORHOODS, CONSERVING October 2011, Romania Organizing Schools: Faculty of Architecture of the University of Genoa (Italy) & “Ion Mincu” University of Architecture and Urban Planning, Bucharest (Romania)

The subject The subject to be addressed are the modern neighborhoods acknowledging that all our European towns have a valuable urban and architectural heritage built in the last part of the XIX and during the first half of the 20th century, which is currently confronted with new contemporary requirements, opportunities and risks.

Workshop’s concept The workshop is experimental: participants are asked – through the investigation of a real site – to reflect on some key issues that impact on the integrated conservation theory and practice in the modern urban areas and on how these may be explored in teaching. The guiding idea is to create a challenging, dynamic and interactive atmosphere able to stimulate the reflective papers of the participants to be written after the event.

Workshop’s themes Three inter-connected themes are put forward for consideration: A. The theoretical/methodological approach to the involved problems B. The urban planning, management, economic and social aspects of the question C. The building design/project and process with all its technical contents and criteria

The steps First Call for participation (April 2011).
Submission of preliminary abstracts on workshop themes (June 2011) Themes explored in the context of a representative site. Participants (in small groups) examine the site and prepare a statement on its significance and how the themes refer to the integrated conservation issues involved (October 2011). Statements presented to the workshop. Following discussions, the workshop will articulate key points for teaching conservation (October 2011).. Participants develop abstracts into papers ( characters for review/publication) – January 2012. Proceedings: 2012.

The site Airport The site Ion Mincu University of Architecture and Urban Planning It was included in the administrative perimeter of the town in 1895; between 1895 and 1940, the ancient large properties were progressively parceled, radically changing the area.

The site Its current configuration is given by the assemblage of 11 historical parcelings, very different as urban composition, size and geometry, reflecting the social condition of the population which was concerned: from ensembles of rich villas, up to affordable housing estates. The assemblage of the parcelings was done by the local administration; the regularity of the streets and their continuity contributed to the general urban order of the area. The parcelings have followed several successive regulations concerning the minimal dimensions of the allotments, buildings’ position, land occupation degree, buildings’ high, fencings, vegetation etc

The site Most of the buildings are villas or blocks of flats built in the inter-war period; their architecture illustrate a large stylistic variety, from late eclectic and national style, to art-deco and modernism.
