MINING & WORK PLACE SAFETY
Mining accounts for only 1% of world’s employment & accounts for 7% of fatal accidents at work place. WORKPLACE SAFETY- is important because it helps to prevent deaths, injuries, financial losses, property damage, increases worker's productivity, enhances production or service quality and promotes good public relations.

CONTD… To improve work place safety – There is need of site specific identification of hazards and risk and their controls through risk assessment by Safety Management Plan involving main stake holders of work. It has been proven world wide that the risk of mining can be controlled through effective Safety and Health Management System as an integral part of management system.

HISTORY OF IMPLEMNTATION OF SMP
Firstly, this concept was adopted in coal mines of Queensland, Australia in They introduced risk-based mining legislation in 1990s in Australia. In India, concept of safety management plan was conceived in National Safety Conferences starting from 9th National Safety Conference which recommended Risk Management System/Plan as a tool for development of appropriate Health and Safety Management System in Indian Mines. Subsequently Safety Management Plan become part of Statue in 2017 in CMR 2017.

WHAT IS SMP? The safety management plan is tool to manage safety.
It is a Self Regulation of mine, specific to mine conditions beyond the rules and regulations. It is a scientific tool for ensuring safe operation of the mine and it is a all time working document. It brings together a number of procedures and policies to enable the mine operator to follow a systematic monitoring approach to achieve an effective level of health and safety. It is a risk management through hazard identification, risk assessment, risk prioritization, mitigation and control.

SMP AT MCL MCL – Administrative Areas – 10 , Mines- 21 (UG – 6, OC -15) Core team was formed in each mine with members varying from 25 to 35 nos. Members - Executives of all disciplines, Pit Safety Committee members, supervisors, actual stakeholders including contactor workers Core teams identified principal hazards associated with all operations, equipment , machinery & procedures of their respective mines. Sub-teams had been formed in each mine for assessment of risk of individual operational hazards having stakeholders of relevant operations.

SMP AT MCL First Meeting for development of SMP conducted from to at Hirakhand Bundia Mine in which 7 Dy. Director of Mines Safety(DDMS) from all region along with officials of MCL had participated for formation of SMP. Preparation of SMP started from Dec 2016 to Mar’ 2017. Review of SMP from to by ISO MCL, Director of Mines Safety(DMS) of both regions and also by DT(OP), DT(P&P) and Dy. Director General(DDG), Ranchi Region had been done. SMP submitted to DMS Bhubaneswar and Chaibasa in June,2017. Rectification/change of SMP made from to SMP of all mines was approved by DT(OP) on SMP of all mines resubmitted to DMS Bhubaneswar and Chaibasa on 24/07/2017 & 25/07/2017 1st Phase Audit of SMP was done from Sep’2017 to Nov’ 2017 by team of ISO, MCL. Audit Report of SMP submitted on to DMS, Bhubaneswar & Chaibasa.

SMP AT MCL Total 350 meetings were conducted by these Core team & sub-teams in which total 439 members attended for Hazard identification & Risk assessment in the mines of MCL. They identified all the hazards, their mechanism, associated risks and analyzed and evaluated the risk and suggested control and mitigation measures.

SMP AT MCL A useful SMPs of all mines has been prepared with involvement of all i.e. DGMS officials, Top Management of MCL and actual stakeholders of mines. Site specific hazards and risk and control measures have been identified. Resources required are also identified and a pinpointed responsibility has been fixed to mitigate the hazards and risks. This system has incorporated regular auditing, feedback and continual improvisation of such plan which yielded favorable results in the matter of accident prevention.

TYPE OF CONTROLS CONTROLS 1 Elimination Elimination of blasting through deployment of Surface minors ( Departmental -20 nos. and contractual – 40 nos) more than 95% of the total coal production achieved by deploying Surface Miner and also to some extend in OB by deploying Ripper dozers.(7 ripper dozers are in operation and 6 are at procurement stages) In UG by deploying UDM (9 nos) and Hydraulic bolting 7 nos. MC for roof bolting. 2 Substitution Encouraging the use of higher capacity equipment for both coal production and OB removal , thus obviating the work place congestion. Replacement of Old and inefficient CHP with bulk dispatch systems like SILOs and MGRs. Cement capsules substituted by Resin capsules. 3 Engineering controls Introduction of Man Riding in all underground mines (out of 4 coal producing mines, man riding is installed in all 4 mines). Procurement of Mobile lighting with DG towers and High Mast Lighting Tower to provide illumination at faces. In year , 270 High Mast Lighting Tower & 26 Mobile lighting with DG towers procured and installed in different mines of MCL. Another 201 nos of High Mast Lighting Tower & 173 Mobile lighting with DG towers are under procurement.

3 Engineering controls III. Mist system retro fitment kit have been fitted in 11 nos water sprinklers (28 KL- BEML Make) to suppress air borne dust. IV. 4 nos fixed type FOG CANNON of 100 mt range is under procurement and mobile FOG CANNON truck mounted are also under procurement for each area on hiring basis to suppress dust at sidings and haul/CT road resp. V. Monitoring of OB dumps have been done by making survey pillars by regular surveying. 4 Administrative Formation of standard operating procedure (SOP) and code of practice (COP) of all machineries and operations Monitoring of speed through Vehicle Tracking system . Development of Mobile Safety information App which provide safe videos, eBooks, safety alerts issued by ISO to educate the workers at any time . This will enable easy sharing of safety related information among all stakeholders. Installation of CCTVs at strategic locations to generate real-time video footages and alerts. 42 CCTVs are installed at 21 Sidings. These devices keep eyes on vulnerable points, like railway sidings, stores, magazines, etc.

OUTCOMES MCL management opted for technological up gradations (need based), seeing the hazards and risk potentiality based on SMP. This has resulted in a safe and productive work environment in the organization. Implementation of SMP leads to a fear free attitude of stack holders for identification and open communication of eventualities. Various control taken at mines of MCL to mitigate the identified hazards and risks
