0433: Inclusion of the Transmission to Distribution “System Operator Agreement Guidelines” within the Offtake Arrangements Document.

0433 Discussions on the timescales in Annex 4 section 1 – Notification of changes p.16 conclusion: that these would be left as they are with a recognition that for major change earliest notification and agreement is crucial (the spirit of this is covered in Annex 1 Business Planning). Generally agreement that for “new sites” (specifically DN entry) 60 days may not be sufficient. A view on making a specific reference to such a site and appropriate associated timescales will be taken at a future date and if necessary the document will be amended at that point. Change Annex 4 section 2 – validation between systems. (p.17) “An extract of the SCADA Database mapping required to support the SCADA – SCADA data transfer shall be provided to the other Party each week, or upon request”. Change to fortnightly. The Appendices A, B & C will be populated by all.

0433 add to Annex 3 to cover BA configuration changes as discussed:
“Any changes to non-SCADA systems (referred to as business applications) which may impact other Parties’ systems should be managed via the IS Change Management process. This will allow the impact of any proposed business application changes to be assessed in sufficient time to permit discussions to agree how the change is managed effectively.” this is to cover the point raised by WWU concerning BA Configuration changes, such as changes to the aggregator file transfers; these are more varied than SCADA config changes and may require system software changes if, for example, the change is to file format. It was agreed that these changes should be covered by the IS Change Management process so that we can assess the impact and agree how to manage the change.
