Considerations start out from the idea that
nutrient problems are evident in coastal water bodies
N/P concentrations of coastal water bodies are influenced to a high extent by the draining rivers
The entire River Basin has to contribute to the reduction aims
Expert group stipulates that:
to get Coastal water body Elbe in „good Status“:  Reduction of 24% N+ P

Regarding this ambitious aims the Elbe „Länder“ agreed
Necessary N reduction (24%) to achieve good status of coastal water body Elbe cannot be reasonable fulfilled in the RBD Elbe until 2015
Extension of the deadline and distribution of the reduction demands to 3 planning periods
For the first management Plan realistic reduction rates have to be set as interim targets
