2. Background
Japan understands that “There are several moral and legal grounds to set requirements for the lifetime safety and sustainability of the vehicle, and UNECE treaties do stimulate adaptation to technical developments.”.
On the other hand, CSTF understands that there are differences in countries’ systems for post-registration.

3. Comments Countries’ systems for post-registration are different.
“Research” should be required to find solutions for post-registration.
If requirements will be fixed without such “research”, some countries will not be able to adopt them. (Is it a happy story???)
On the other hand, CSTF should not delay the release of recommendations. Thus, CSTF should go with the recommendations as they are.

4. Proposal
Considering “Research phase” and describing “Research phase” in the part of conclusion in the recommendations.
Continuing the draft work with the present contents of recommendations.
