How can the Commission coordinate the Integration Capacity Analysis and each Utility’s Rule 21 processes with the Rule 2, Rule 15, and Rule 16 processes in order to improve efficiency of the overall interconnection process? This is a coordination issue at this time. However, modifications to Rules 2, 15, or 16 will be addressed if necessary

Brainstorming Cross Over Issues Between Rules
From SDG&E:
Can a list be created that identifies which areas in one Rule’s processes could potentially see improved efficiencies via better coordination with processes in another Rule? The list should:
identify cross-over steps between processes;
proposed coordination efforts;
proposed modifications, including those stemming from the integration of ICA results and those exogenous to ICA integration; and
identify whether issues and proposals are relevant to all utilities.
Today’s Goal: Work through at least one example and assign homework for fleshing out a full list.

CALSSA Proposals
1. If special facilities are needed, start the Rule 2/15/16 process concurrently with the start of interconnection review. 
2. Have a common ID number.
3. Create timelines of a maximum of 60 days for design and estimating and a maximum of 60 days for construction for all upgrades below the substation.
