Assessing Data Quality in the System Performance Measures Report
The SPMs rely on data from a CoC’s HMIS. The annual SPM report covers the federal fiscal year (October 1 through September 30) and includes data from that reporting period and up to two years prior to that period. Annual Performance Report (APR) or Consolidated Annual Performance and Evaluation Report (CAPER): The APR and CAPER provide a project-level version of many of the SPM.

Measure 1: Length of Time Persons Remain Homeless
The measures are the number of clients active in the report date range along with their average and median length of time homeless across ES, SH and then ES, SH and TH. This includes time homeless during the report date range as well as prior to the report start date, going back no further than October, 1, 2012. Metric 1a: This measure is of the client’s entry, exit, and bed night dates strictly as entered in the HMIS system. Return to Homelessness
Measure 2: The Extent to which Persons who Exit Homelessness to Permanent Housing Destinations Return to Homelessness This measures clients who exited SO, ES, TH, SH or PH to a permanent housing destination in the date range two years prior to the report date range. Of those clients, the measure reports on how many of them returned to homelessness as indicated in the HMIS system for up to two years after their initial exit.

Measure 6: Homeless Prevention and Housing Placement of Persons defined by category 3 of HUD’s
Homeless Definition in CoC Program-funded Projects NH does not currently have any projects receiving funding as defined by category 3. Category 3 covers families with children and youth or youth under the age of 25 who are considered homeless under other federal statutes because of their living situation but who are not literally homeless.

Data Quality Reporting for the System Performance Measures Report
Data Completeness - Accurate client-level data must be gathered about each client Accuracy - Data must be entered into the HMIS correctly Timeliness – Enter each client served in the data analysis period Consistency - Correct entry and exit dates, destination, income and sources, and residential/housing move-in dates These are the most crucial elements for the good SPM results

Longitudinal System Analysis (LSA)
Every year, the U.S. Department of Housing and Urban Development (HUD) submits an Annual Homeless Assessment Report (AHAR) to the United States Congress. The AHAR is a national-level report that provides information about homeless service providers, people and households experiencing homelessness, and various characteristics of that population. HUD bases the AHAR on data provided by these CoCs in the form of three separate aggregate data submissions: The Housing Inventory Count (HIC), the Point-in-Time Count (PIT), and the new Longitudinal Systems Analysis (LSA) report.

Annual Homeless Assessment Report – AHAR Now Longitudinal System Analysis (LSA)
Formerly also referred to as “the AHAR,” the scope of this annual report is expanding significantly beginning with fiscal year The name will be changed to Longitudinal System Analysis (LSA) to reflect the fact that this expanded scope will allow CoCs to use this community-level information for a range of purposes beyond just submitting data for the AHAR to Congress. Expanded from three project types (ES, TH, PSH) to five project types (ES, SH, TH, RRH, PSH) in three project groups: ES/SH/TH (combined), RRH, and PSH.

LSA - continued For those served during the fiscal year, the LSA includes: • Demographic characteristics like age, race, gender, and veteran status; • Length of time homeless and patterns of system use; • Information specific to populations whose needs and/or eligibility for services may differ from the broader homeless population, such as veterans, people and households experiencing chronic homelessness, and others; and • Housing outcomes for those who exit the homeless services system.

Report comparison The SPM report is a summary and year-to-year comparison of system wide counts, averages, and medians related to seven areas of performance. The LSA upload also includes data related to several of the same areas of performance, but the business logic defined by HUD for the two reports differs substantially; results should not be expected to match.
