LAMAS Working Group 12-13 December 2013
Agenda Item 2.4 Modularisation and sub-sampling
2
Why sub-sampling? Not all output needs quarterly frequency
Computer assisted data collection makes it technically possible Could reduce costs for data collection Enables shorter questionnaires per interview To accommodate CAWI data collection
3
Modularity as framework for sub-sampling
Modules as building blocks (rather than variables) Defined by target group, contents, frequency and precision of measurement Linked to questionnaire Per module assign: Frequency (sub-)sample
4
Sub-sampling is a design option
Sub-sampling (in a modular context) allows countries to design their LFS Taking into account national requirements and circumstances … While meeting EU requirements … And respecting a few design rules Applying sub-sampling is not compulsory
5
Design rules for sub-sampling
Two sets of annual modules: BACKGR & JOBDET Corresponding sub-samples are defined by waves Freedom to assign sub-samples to waves as long as BACKGR wave<=JOBDET wave Sub-sampling of households using BACKGR
6
AHMs/SAMs assigned to sub-samples
BACKGR general background AHMs: Migrants (2014), Reconciliation of work and family life (2010) Household as observation unit JOBDET job details AHMs: Work organisation (2015), young people on the labour market (2016) Individual as primary observation unit AHM in 2nd quarter is not allowed anymore

The LAMAS working group is asked to
agree on the proposal for a modular EU LFS with 2 blocks of (multi-)annual modules identify issues that need further development
